On July 14, Dien Bien Provincial People's Committee just issued Decision No. 01/QD-UBND on the establishment of Dien Bien Phu Museum under the Department of Culture, Sports and Tourism.
According to the decision, Dien Bien Phu Museum is a public non-business unit with legal status, with its own seal and account according to the provisions of law.
The unit was established on the basis of reorganizing the Dien Bien Provincial Relic Management Board, the Provincial Museum and the Dien Bien Phu Victory Museum.
Dien Bien Phu Museum has the function of scientific research; collecting, inventorying, preserving and promoting the value of artifacts, historical and cultural documents; preparing dossiers for ranking relics, intangible cultural heritage and documentary heritage according to regulations.
At the same time, the unit performs the task of managing, protecting, preserving and promoting the value of assigned relics; organizing exhibition, propaganda, and traditional education activities; serving the needs of people and tourists for sightseeing, studying, and research.
In addition, the Dien Bien Phu Museum is assigned to carry out activities to repair, embellish, and repair relics, landscapes and facilities under its management. Provide public service services according to regulations; participate in cooperation, research, and deployment of professional tasks assigned by competent authorities.
To implement the new model, Dien Bien Provincial People's Committee assigned the Department of Culture, Sports and Tourism to take the lead in consolidating the organizational structure and developing regulations on the functions, tasks, powers and organizational structure of the Dien Bien Phu Museum.
At the same time, receiving and handing over assets, finances, and personnel from three arranged units, ensuring continuous professional activities without interruption.
The Department of Home Affairs is responsible for guiding the arrangement and transfer of officials and employees; coordinating the development of a job position project. The Department of Finance presides over guiding the handover of assets, funds and determining the level of financial autonomy of the unit according to regulations.
According to the decision of the Provincial People's Committee, Dien Bien Phu Museum officially went into operation from July 20, 2026.
The merger of the three units is expected to streamline management focal points, improve the efficiency of preserving and promoting the historical and cultural values of Dien Bien province, especially the Dien Bien Phu Victory historical relic complex.
