Binh Duong Provincial Inspectorate has selected 3 bid packages for inspection, including: bid package No. 1 - "construction and equipment" of the road project from Huynh Van Luy to Dong Cay Viet Street (Lien Khu 1-5 Road); bid package No. 2 - "construction and equipment accompanying construction and installation" of the project to renovate, upgrade and expand Phu My Secondary School; bid package No. 3 - "construction and equipment accompanying construction and installation" of the project to renovate, upgrade and expand Hoa Phu Secondary School.

The Finance - Planning Department of Thu Dau Mot City People's Committee has appraised the bidding documents of 3 packages with shortcomings, leading to the submission to Thu Dau Mot City People's Committee for approval of bidding documents with some evaluation criteria that are not suitable for the scale and technical nature of the packages.
The appraisal of the contractor selection results for package 2 was still lacking, leading to the submission to the People's Committee of Thu Dau Mot City for approval of the contractor selection results but did not ensure the validity of the bidding documents when the authority to sign the bid guarantee and the letter of credit commitment was not clarified.
Notably, the Thu Dau Mot City Construction Investment Project Management Board (representing the investor) organized an inspection of the bidding document preparation work of the bidding consultancy unit that was not strict, leading to the appraisal and approval of the bidding documents with some evaluation criteria that were not suitable for the scale and technical nature of the bidding package (all 3 bidding packages).
In addition, the organization of monitoring and checking the process of evaluating bidding documents is not strict, leading to the submission of appraisal and approval of contractor selection results but not ensuring the validity of bidding documents when the authority to sign bid guarantees and letters of credit commitment (bid package No. 2) is not clarified.
In addition, the Binh Duong Provincial Inspectorate also pointed out many violations by enterprises related to the above 3 bidding packages. For Quang Minh Construction Technology Consulting Company Limited (the consulting unit that prepared the bidding documents and evaluated the bidding documents for bidding packages No. 1 and 2), it put forward a number of conditions that were not suitable for the scale and nature of the bidding packages.
In addition, the failure to clarify the right to sign bid guarantees and credit commitment letters led to the approval of contractor selection results but did not ensure the validity of bidding documents.
Regarding the consulting unit for bidding package No. 3, Lien Thanh Urban Construction Technical Consulting Joint Stock Company, Binh Duong Provincial Inspectorate also pointed out many violations in preparing bidding documents, including some criteria for evaluating bidding documents that were not suitable for the scale and technical nature of the bidding package...
The above two companies' administrative violations in planning and investment could result in a fine of 80 to 100 million VND. However, the statute of limitations for fines has now expired.
For the construction and installation contractors including the Joint Venture of Van Thinh Phat Trading Construction Company Limited and Nguyen Gia Construction Company Limited (package 2), the Joint Venture of Bao Son Company Limited and Tan Buu Long Company Limited (package 3), the construction quality of the project still has cracks at some points on the wall.
