Can Tho City Inspectorate has just issued a conclusion, pointing out limitations and shortcomings for the project to upgrade and expand the Rach Cam bridge route and the Binh Thuy Primary School project invested by the People's Committee of Binh Thuy District in the period of 2021-2023.
According to the conclusion, Can Tho City Inspectorate has clearly pointed out the decision to approve the investment policy of upgrading and expanding the Rach Cam Bridge route and the Binh Thuy Primary School project is not in accordance with the authority according to Resolution No. 01. The reason is that the advisory department does not know the regulations on the authority to issue documents.
Regarding the contractor selection plan that has not been appraised before issuance, it is not in accordance with regulations; not publicly posted to the national bidding network according to regulations (project to upgrade and expand the Rach Cam bridge route).
The work of preparing, appraising and approving the Economic - Technical Report for the project to upgrade and expand the Rach Cam bridge route is still limited and lacking; The estimate of some items of the 2 projects with excess volume with a total amount of more than 66 million VND.
The investor has not publicly posted the results of contractor selection for the designated packages on the national bidding network. The contractor drafted a construction contract and sent it to the investor, which was not in accordance with the shortened bidding instructions.
The appraisal and approval of bidding documents was carried out within 1 day, which was not in accordance with the time. The expert team assessed that the key personnel of the bidding documents were not in accordance with the standards prescribed for the bidding documents.
In addition, the contractor participating in the bidding provided dishonest information for the Binh Thuy Primary School project.
The construction unit changed the construction method but there was no opinion from the investor and related units; the acceptance and settlement of the contract was over the actual construction volume with a total value of more than 670 million VND.
The construction supervision unit has not fully exercised the rights and obligations of the contractor supervising the construction of the project according to regulations. Electing supervisors with inappropriate expertise to participate in volume acceptance is not guaranteed according to the provisions of the Construction Law.
The Binh Thuy Primary School project was accepted and put into use before the competent authority's announcement of the results of the inspection of the completion of the project items was not suitable.
The City Inspectorate recommended that the Chairman of the City People's Committee direct the Chairman of the Binh Thuy District People's Committee to overcome the above limitations, shortcomings, and violations and organize a review and consideration of responsibilities for related individuals.
