The Thai Nguyen Provincial Inspectorate has just issued inspection conclusion No. 13/KL-TTR on the implementation of 4 bus station projects under the form of public-private partnership (BOO), including: Thai Nguyen City South Bus Station, Pho Yen Town Bus Station, Phu Binh District Bus Station and Dai Tu District Bus Station.
These projects are invested by Thai Nguyen Transport Joint Stock Company, Thai Nguyen Bus Station Company Limited as the project enterprise - the unit implementing and operating.

Previously, from March 16 to May 26, 2023, the Inspection Team worked with the Department of Transport, investors, project enterprises and related parties. The inspection results show that the total investment is about 118 billion VND, of which over 60 billion VND has been implemented.
Pho Yen Bus Station is basically completed, Phu Binh and Dai Tu bus stations have completed site clearance and leveling. The Southern Bus Station of Thai Nguyen City has not yet completed site clearance. Meanwhile, the progress of phase 1 of the project has been completed since 2020 but has not been completed.
Regarding the investor's land use for the project, the Southern Bus Station of Thai Nguyen City has completed leveling the ground since November 3, 2019 with an acceptance value of VND5.29 billion.
Phu Binh Bus Station, construction started from September 27, 2019, completed leveling and part of the drainage system, with an acceptance value of VND4.17 billion.
Pho Yen Bus Station has completed the main items, accepting 9.03 billion VND, while Dai Tu Bus Station is constructing leveling and drainage, accepting 7.25 billion VND.
The inspection conclusion pointed out the shortcomings and limitations such as the proposal to invest in building 3 bus stations (Dai Tu, Phu Binh, Pho Yen) to new locations, meeting type II standards in 2020, which is not in line with the roadmap for building a network of bus stations in the province.

In addition, the inspection conclusion also pointed out many violations in the stages of consulting, approving projects, adjusting feasibility studies, selecting investors, signing BOO contracts, implementing allocation and payment of public investment capital.
Due to the lack of legal basis, the Chief Inspector of the province recommended that the competent authority cancel the relevant documents, prepare a file to settle the invested funds, establish public assets formed during the implementation process and reclaim the land allocated to the investor.
Accordingly, the Chief Inspector of the province recommended that the Chairman of the Provincial People's Committee assign the Department of Home Affairs to advise on organizing a review of former leaders and leaders of the Departments of Transport, Planning and Investment, Construction, Finance and units of the Thai Nguyen Construction Quality Inspection Center and the Thai Nguyen Institute of Construction Planning.
In addition, the Directors of the Departments, Chairmen of the People's Committee of Pho Yen City, Chairmen of the People's Committees of Dai Tu and Phu Binh districts and related units must also review the responsibilities of the collectives and individuals related to the violations mentioned in the inspection conclusion.
