On May 5, according to information obtained by reporters, Hue City Inspectorate has just issued inspection conclusion No. 827 on the topic of preventing and combating wastefulness in the management and use of public houses and land under the authority of the City People's Committee, pointing out a series of prolonged violations and shortcomings.
According to the conclusion, although the management of houses and land is basically implemented according to regulations, many serious shortcomings still occur at the Department of Finance, Phu Xuan Ward People's Committee, A Luoi 5 commune and Area 1, 2, 3 Construction Investment Project Management Boards.
Notably, the Department of Finance was determined to have not actively urged and advised on handling obstacles, leading to the situation that many houses and land facilities are left vacant and abandoned for a long time. The implementation of Official Dispatch 213/CD-TTg of the Prime Minister on arranging and handling public houses and land is not complete and lacks decisiveness.
In the process of advising on the arrangement of headquarters after the merger, the Department of Finance still made shortcomings such as not clearly defining the form of handling according to regulations, not building specific progress, and insufficient guidance for management units.
The inspection conclusion also pointed out that up to 245 houses and land facilities have been approved for handling plans but have not yet been implemented according to plan. In addition, 108 redundant houses and land facilities after arrangement are still only temporarily assigned to management, prolonging the situation of waste.
For 38 facilities of houses and land transferred by the Central Government, there are still 20 facilities that have not been developed for handling, and have not clearly defined the form according to regulations.
Some units are still lax in management, do not fully update house and land data; do not check the current status according to regulations, leading to misinformation and lack of legal basis when developing handling plans.
Many houses and land facilities are left vacant, used ineffectively or used by organizations and individuals for business purposes in violation of regulations. The handover and receipt of assets are also not carried out seriously, not in accordance with procedures.
Hue City Inspectorate has issued 5 decisions to recover more than 1.4 billion VND of violations; and at the same time proposed to reduce more than 88 million VND in the final settlement of a project.
The City Inspectorate requested the Hue City People's Committee to direct relevant units to organize reviews and clarify the responsibilities of collectives and individuals; and at the same time urgently overcome shortcomings and rectify the management and use of public houses and land.
