On February 11, Hoa Lac Commune People's Committee organized a launching ceremony to support households to dismantle works and relocate assets to serve site clearance for the investment project to build the Thang Long Avenue expressway, the section connecting National Highway 21 to the Hanoi - Hoa Binh expressway.
The launching of support activities was implemented after 100% of households with land and construction order violations voluntarily overcame the consequences and committed to handing over the site.
Thanks to promoting propaganda, mobilization, and dialogue, the Commune People's Committee does not have to organize coercion according to plan, showing the consensus and support of the people for the policy of project implementation.
The support force is divided into 2 working groups. The working groups closely coordinate with professional departments, police forces, mass organizations and residential villages to deploy tasks according to the agreed plan.
The implementation process is fully prepared in terms of legal documents, vehicles, equipment and personnel; clearly assigning people and work, ensuring synchronous and effective implementation.
Hoa Lac Commune People's Committee especially requests to absolutely ensure security, order, safety for people and property, especially the forces directly involved in dismantling; and at the same time promptly support and create favorable conditions for households to move property and stabilize their lives.
The launching of the demolition support campaign clearly demonstrates the spirit of responsibility and determination of the local government in implementing the land clearance task; and at the same time affirms the consensus and close coordination between the government and the people for the goal of developing infrastructure and promoting socio-economic development in Hoa Lac commune.
The investment project to build the Thang Long Avenue expressway, the section connecting National Highway 21 to the Hanoi - Hoa Binh expressway, was started in October 2023.
The project is about 6.7km long, with a cross-section of 120-180m, located in Hoa Lac and Yen Xuan communes.
The project has a total investment of 5, 249 billion VND, invested by the Hanoi Civil Engineering Construction Investment Project Management Board.
Hoa Lac Commune People's Committee said that the total area of land recovered for project implementation in the commune is 60.55ha/688 plots; the entire project has completed 100% inventory from January 29, 2026.
As of February 9, Hoa Lac commune has handed over 49.92ha/500 plots, reaching 82.4% of the recovered area; of which 255 cases handed over the site first with an area of 13.55ha and 9 cases voluntarily donated land of 0.45ha. The unhanded over area is 10.64ha with 188 plots.
Mr. Dong Phuoc An - Secretary of the Party Committee, Chairman of the People's Council of Hoa Lac commune said that the deadline for handing over the site to the construction unit is before February 15, so agencies, units, and functional forces need to focus highly, proactively review, correctly assess the difficulties and obstacles that still exist, and promptly remove and handle them thoroughly.
Secretary of the Party Committee of Hoa Lac commune affirmed that the locality has fully implemented propaganda and mobilized people to voluntarily hand over land; for cases that have not complied, the commune will strictly implement the provisions of law, ensuring discipline and order.
Hoa Lac commune implements the motto "field clearance to where, hand over to the construction contractor immediately to that point", creating favorable conditions to accelerate the project progress.
