In October 2023, Hanoi started the investment project to build the Thang Long Avenue expressway, the section connecting National Highway 21 to the Hanoi - Hoa Binh expressway.
The project is about 6.7km long, with a cross-section of 120-180m, located in Yen Xuan and Hoa Lac communes.
The project has a total investment of 5, 249 billion VND, invested by the Hanoi Civil Engineering Construction Investment Project Management Board.
The route is expected to be completed in 2026, contributing to gradually completing the entire Hanoi - Hoa Binh expressway; developing and expanding Hanoi Capital to the West, meeting the increasing transportation demand; and being the driving force for the development of Hoa Lac satellite city and the Western satellite city chain.

In Yen Xuan commune, the total land area to be recovered for project implementation is about 50.7 ha.
Over the past time, leaders of Yen Xuan Commune People's Committee have directly directed and assigned specific tasks to specialized agencies and villages to ensure clear people, clear tasks, and clear responsibilities in the process of deploying site clearance for the Thang Long Avenue expressway construction project, the section connecting National Highway 21 to the Hanoi - Hoa Binh expressway.
After organizing dialogue conferences with people twice, working groups went to each household to propagate and mobilize site clearance according to the State's policy.
Yen Xuan commune has been and is recording the drastic involvement of the entire political system along with the consensus and high responsibility of the people, making an important contribution to ensuring the progress of the key project of Hanoi Capital.
To date, 94 households have signed commitments to hand over land before February 10.
Promoting the achieved results, the Party Committee and People's Committee of Yen Xuan commune continue to call on people in the commune to promote the spirit of responsibility, consensus, and seriously comply with the policy of land recovery in coordination with the government and specialized agencies in the process of completing land clearance dossiers.
Yen Xuan Commune People's Committee emphasized that the support, sharing and companionship of the people is a decisive factor for Yen Xuan commune to completely complete site clearance work, hand over clean land, on schedule, contributing to bringing the project to be implemented synchronously to serve the socio-economic development goals of the locality and Hanoi Capital.


The project to build the Thang Long Avenue expressway, the section connecting National Highway 21 to the Hanoi - Hoa Binh expressway through Hoa Lac commune, has a total of 688 land plots to be recovered, with a total area of about 60.56 ha.
In which, before the implementation of the 2-level local government model, site clearance work had been deployed and completed by all levels of government for 188 land plots.
From July 1, 2025, after implementing the 2-level local government model, the remaining 500 land plots of the project will be directly assigned by the City to Hoa Lac Commune People's Committee to organize site clearance work, with the required completion schedule before February 15, 2026.
By January 29, Hoa Lac commune had completed 100% counting of all 500/500 allocated land plots, contributing to completing the counting of 688/688 plots of the entire project, clearly showing the spirit of responsibility, determination and drastic action of the commune Party Committee and government in performing the tasks assigned by the City.
In parallel with the inventory work, the commune's specialized agencies are urgently completing dossiers, publicizing plans, pricing, and paying compensation, support, and resettlement according to regulations, ensuring the progress of site clearance as required by Hanoi City.
