The project to renovate and upgrade Provincial Road 153, section Km19 - Km24 and Provincial Road 159, section Km34 - Km38 (now National Highway 4E), was approved by Lao Cai province with the aim of meeting the transportation and travel needs of people, improving traffic safety.
Records of Lao Dong Newspaper reporters in mid-August show that on National Highway 4E leading to Bac Ha commune, units are deploying many construction items.
However, some sections still need to continue to complete site clearance to ensure continuous construction ground.

With a total investment of 150 billion VND, the project is implemented in the period 2023 - 2026. Minh Duc General Construction Co., Ltd. is the construction unit.
The route plays an important role in connecting the Bac Ha area with localities, serving goods transportation, tourism development and trade.
Before being invested in upgrading, the road had deteriorated for a long time. The road surface appeared many potholes and craters, especially difficult to travel when it rains due to stagnant water and slippery road surface.
Through observation, at some locations, vehicles must slow down, avoid potholes and craters. At the construction site, workers are deploying drainage, rock drilling and road surface expansion items.

According to the supervision consulting unit, after a period of interruption, the project will resume construction from September 2025.
During the construction process, units must organize many construction teams but still ensure safety for vehicles circulating on the route.
The road is narrow, so the construction process must be calculated to both ensure progress and maintain safe traffic. The consulting unit is regularly present at the site to coordinate with the contractor to control the quality and progress of the project," said a representative of the supervision consulting unit.
One of the tasks that the locality is focusing on currently is completing site clearance, creating conditions for contractors to synchronously deploy items.
Talking to reporters, Mr. Nguyen Trong Quan, Deputy Director of the Bac Ha Regional Construction Investment Project Management Board, said that the National Highway 4E project has a total of 140 affected households. Up to now, the unit has coordinated with local authorities and villages to organize the payment of funds to 88 households.
For the remaining households, from now until September 30, the Board will continue to coordinate with local authorities to propagate, mobilize and implement the remaining payment," Mr. Quan said.

To date, about 2.4/3.4 km of site has been handed over to the construction unit. The remaining site is being continuously mobilized and propagated by the locality to get people's consensus and coordination in implementation.
According to Mr. Quan, the completion of site clearance is of great significance to the project progress.
When there is a clean site, the investor will have conditions to continuously hand over to the contractor, organize more construction teams, and limit the need for intermittent construction.

National Highway 4E is an important traffic route leading to the Bac Ha area - known for its highland landscape, typical agricultural products and tourism development potential.
The early completion of the road not only solves immediate travel needs but also contributes to improving connectivity, creating favorable conditions for goods circulation and local tourism development.
