To contribute to enhancing the value of Cua Luc Bay area, creating motivation for investors in the area and concretizing the plans approved by the Prime Minister, Quang Ninh province has directed relevant departments, branches and sectors to study and propose investment in a series of transport infrastructure projects connecting Cua Luc Bay area.
In the immediate future, it is proposed to invest in the construction of the coastal road project in the Northwest of Cua Luc Bay, connecting from Trai 2 bridge over Tinh Yeu bridge, connecting to National Highway 279 and the coastal road project extending from Tran Quoc Nghien street (near P4 of Bai Chay bridge) passing through Binh Minh bridge to Bang bridge.
Currently, the Party Committee of the People's Committee of Quang Ninh province has reported to the Provincial Party Committee for direction to complete the necessary investment procedures according to regulations.
It is expected that these two projects will be invested in the 2025-2028 period, with a total estimated investment capital from the provincial budget of VND 5,478 billion.
In particular, the Cua Luc Bay Northwest coastal road project connecting from Trai 2 bridge to Tinh Yeu bridge, connecting to National Highway 279 has a route length of about 8.3km, a design speed of 60km/h, and a total investment of VND 2,860 billion. The coastal road project extends from Tran Quoc Nghien Street (near P4 of Bai Chay Bridge) through Binh Minh Bridge to Bang Bridge, with a route length of over 7km, a design speed of 60km/h, and a total investment of VND2,618 billion.

Cua Luc Bay, located right next to Ha Long Bay, is planned to be a connected center, a multipolar, smart, green urban area, and an international standard of Quang Ninh province.
According to the new administrative boundary map after the merger, the Cua Luc Bay area currently has a part of the area of the wards: Bai Chay, Cao Xanh, Viet Hung, Hoanh Bo and Thong Nhat commune.
Recently, Quang Ninh province has allocated the provincial budget to invest in 2 bridges connecting Cua Luc Bay, namely Binh Minh Bridge (more than 1,700 billion VND) and Tinh Yeu Bridge (2,100 billion VND).
According to the plan approved by competent authorities, in the future, the province will continue to research and invest in building another bridge across Cua Luc Bay and a number of connecting traffic routes, creating close and synchronous traffic linkages in the area and inter-regional areas, in line with the development strategy according to the multipolar model.
