According to the Quang Ninh Provincial Investment Promotion and Support Board (IPA), IPA has chaired and guided many investors and enterprises to have documents proposing to implement projects in the province with a total investment of about 117,639 billion VND.
Of which, the wind power project in Quang Ninh province, researched and proposed by B.Grimm Power Company (Thailand), with an estimated investment capital of 160 million USD.
The Biomass Power Plant Project and Investment model for green economy, circular economy, and carbon credit development in the province is researched and proposed by Greenlink Da Nang Company and YNC Company, Korea, with an estimated investment capital of 65 million USD.
The Ha A Dam Eastern Industrial Cluster Project, with a total estimated investment of VND 825 billion and the Uong Bi Industrial Park Phase 1 Project, with a total estimated investment of VND 3,000 billion proposed by Shinec Joint Stock Company....
The Urban Area Project in the northern area of Cua Luc Bay, with an estimated investment capital of VND 60,000 billion, is proposed by Thai Binh Duong Construction Group Limited.
In particular, this investor proposed to build a road tunnel through Cua Luc Bay, with an estimated investment capital of 10,000 billion VND.
The Cua Luc Bay tunnel project was expected to start construction in 2019 and be completed in 2025, contributing to reducing the load on Bai Chay Bridge - a vital bridge connecting the two areas of the East and West of Ha Long City with signs of overload and congestion even after a small accident.

This project was once considered a project of the century in Quang Ninh with a huge capital, requiring very high technology and techniques.
The Cua Luc Bay tunnel project at that time had a total investment of over VND9,780 billion, allocated from the Quang Ninh provincial budget. Of which, the capital plan for the period 2018 - 2020 is over 3,000 billion VND, the period 2021 - 2025 is over 6,766 billion VND.
According to the design, the road tunnel through Cua Luc Bay is parallel to Bai Chay Bridge, with a scale of 6 lanes, the total length of the entire route is about 2,750m, of which the tunnel length is about 2,140m (including 1,000m underpass and 1,140m underpass).
The tunnel is located at the bottom of the sea, not more than 17m from the water surface (Thu Thiem tunnel is 24m). The speed of vehicles traveling in the tunnel can reach 60km/h, the tunnel can withstand 6-degree Richter earthquakes.
To prepare for this project, Quang Ninh has invited many prestigious domestic and foreign expert groups to participate in research and geological surveys and terrain of the tunnel construction area, because the location chosen to open the tunnel is extremely complex in terms of geology, located deep at the seabed and the number of ships passing is too large.
However, Quang Ninh later suspended the project to focus capital on other particularly important traffic projects, including Cua Luc 1 bridge (Tinh Yeu bridge) and Cua Luc 3 bridge (Binh Minh bridge), to serve the expansion of urban space after merging Hoanh Bo district and Ha Long city.
