On the evening of April 20th, information from Hai Phong City Police, from about 8 pm to 9 pm on April 17th, at the rice field of Mr. Nguyen Ngoc Nhat (born in 1958, in Nhu Lam village, Lac Phuong commune, Hai Phong city), Mr. Nhat used steel metal wires, batteries, and electric shockers to prevent rats from biting rice, leading to Ms. N.T. T (born in 1962, from the same village) stepping on an electric wire and being electrocuted to death.
After the incident, Lac Phuong Commune Police and professional departments of the City Police urgently investigated, verified and clarified the criminal acts of subject Nguyen Ngoc Nhat. In terms of law, the act of setting electric traps to trap rats causing death may be criminally handled for the crime of "Murder" or "Involuntary manslaughter" depending on the nature, severity and awareness of the perpetrator.
Previously, on the evening of April 9, in Tan Minh commune, a resident using electricity from a battery to trap rats in the field caused one person to be electrocuted to death when caught in an electric wire. The Police agency has initiated a criminal case and prosecuted the defendant for the crime of Murder.
To prevent similar incidents, the City Police requests each citizen to raise awareness of law compliance, absolutely do not use electricity to trap rats in any form. Instead, people should apply safety measures such as using mechanical traps, rat poison according to instructions or environmentally friendly biological methods.
