On August 29, Dien Bien Provincial Police announced a plan to divert traffic and block roads to serve the program "Joining Vietnam to Advance" and the 2026 International Dance Festival.
Accordingly, the program "Joining Vietnam to Advance" will divert traffic and ban roads from 5am to 8am on August 30, 2026. The street carnival parade and performance program will take place from 7:30pm to 8:00pm on August 31, 2026.
During the above hours, functional forces prohibit all vehicles, except for vehicles of the Organizing Committee and priority vehicles, from circulating on Vo Nguyen Giap street, the section from the roundabout of Cho Trung Tam I to the intersection in front of Hanoi Hotel - Dien Bien Phu.
For passenger cars with 16 seats or more and trucks with 3.5 tons or more, functional forces organize traffic diversion according to alternative routes through National Highway 279, Vo Nguyen Giap, Hoang Van Thai, Truong Chinh, Pham Van Dong, Nguyen Huu Tho, Hoang Anh roads and National Highway 12, depending on the direction of movement.
Vehicles can stop and park at the Dien Bien Phu Victory Monument ceremony yard, Dien Bien Phu High School yard, Provincial Children's Cultural Palace yard and Him Lam Plaza Shopping Center yard.
Dien Bien Provincial Police requested people and tourists to proactively choose suitable routes, comply with the orders of functional forces and the traffic sign system.
The road ban time can be adjusted depending on the actual situation and developments of the programs.
