In order to ensure security, order and traffic safety to serve the 14th National Congress of the Party, taking place from January 19, 2026 to January 25, 2026 at the National Convention Center, Hanoi City Police issued a plan to divert and organize traffic for many key roads in the city.
According to the traffic organization plan, from 5:30 AM to 11:30 AM on January 14, 2026; from 6:00 AM to 8:30 AM, 10:30 AM to 12:00 PM, 1:00 PM to 2:00 PM and from 4:00 PM to 7:00 PM from January 19, 2026 to January 25, 2026 - temporarily ban all common trucks and specialized trucks, passenger cars with 16 seats or more (except for cars serving the Congress, cars with security badges, buses, toilets and incident handling vehicles), operating on the following routes:
Pham Hung (from Me Tri to Tran Duy Hung), Thang Long Avenue (the road adjacent to the National Convention Center section from Pham Hung to the right-hand street of Thang Long Avenue - Le Quang Dao), Tran Huu Duc, Le Duc Tho, Le Quang Dao, Do Duc Duc, Mieu Dam, Tran Duy Hung, Khuat Duy Tien streets (from Le Van Luong to Pham Hung), Nguyen Chi Thanh, Lieu Giai (from Nguyen Chi Thanh to Phan Ke Binh), Dao Tan, Kim Ma, Van Phuc, Nguyen Thai Hoc, Tran Phu, Hung Vuong, Chu Van An, Hoang Dieu, Doc Lap, Le Hong Phong, Hoang Van Thu, Nguyen Tri Phuong, Dien Bien Phu, Le Duan (from Dien Bien Phu to Nguyen Du), Hang Long, Tran Binh Trong, Tran Hung Dao (from Quang Trung to Quan Su), Quan Su, Trang Thi.
Also during the above period, restrictions are applied to common trucks and specialized trucks, passenger cars with 16 seats or more (except for cars serving the Congress, cars with security badges, buses, toilets and incident handling vehicles), on the following routes:
Hoang Hoa Tham, Thanh Nien, Thuy Khue, Nghi Tam, Au Co, An Duong Vuong, Yen Phu, Tran Nhat Duat, Hai Ba Trung, Lang, Lang Ha, Le Van Luong, Khuat Duy Tien, Me Tri, Thang Long Avenue.
For Ring Road 3 elevated route (section from Thang Long bridge to the intersection with National Highway 5A), from 06:00 to 21:00 on the days from January 19, 2026 to January 25, 2026, it is temporarily prohibited for all types of cars with a total permitted tonnage of 10 tons or more to circulate (except for cars serving the Congress, cars with protection badges, vehicles of task forces and priority vehicles performing urgent tasks).
During the period of organizing temporary bans and restrictions on the above vehicles, Hanoi City Police will divert and organize directions for vehicles subject to temporary bans and restrictions on traffic, as follows:
Vehicles from the eastern provinces (Hai Phong, Hung Yen,...) going to the western provinces (Phu Tho, Thai Nguyen,...) following Hanoi, Hai Phong expressways and National Highway 5 to Hanoi territory proactively turn right onto the Thanh Tri - Phu Dong bridge access road to Ninh Hiep intersection, follow National Highway 3 to go to the western provinces and vice versa.
Vehicles from southern provinces (Ninh Binh, Thanh Hoa...) to eastern provinces (Hung Yen, Hai Phong), western provinces (Thai Nguyen, Phu Tho,...) and northern provinces (Bac Ninh, Bac Giang,...) follow the Phap Van, Cau Gie expressways to Do Muoi intersection, proactively turn right to Do Muoi, Ring Road III elevated - Thanh Tri bridge, Hanoi and Hai Phong expressway access road to the eastern provinces or Phu Dong bridge to Ninh Hiep intersection, follow National Highway 3 to the new western provinces or go straight to Hanoi and Bac Giang expressways to the northern provinces and vice versa.
Vehicles from southern provinces (Nghe An, Thanh Hoa...) to the Northwest provinces (Son La, Lai Chau,...) follow the Ho Chi Minh - QL21A route to the Northwest provinces and vice versa.
Vehicles from southern provinces (Ninh Binh, Thanh Hoa...) to western provinces (Thai Nguyen, Phu Tho,...) follow the Phap Van, Cau Gie to Do Muoi - Ngoc Hoi expressways or from National Highway 1A turn Phan Trong Tue - Cau Buou - Van Khe - Le Trong Tan - Hoang Tung - Thang Long Avenue access road - Tay Mo - Mieu Nha - Xuan Phuong - Cau Dien - Ho Tung Mau - Pham Van Dong - Thang Long Bridge - Vo Van Kiet - National Highway 2 to western provinces and vice versa.
Vehicles from Phu Tho province along National Highway 32, Hanoi, Hoa Binh highways, Lang Van Hoa road to the center of Hanoi City mainly follow the Cau Dien - Ho Tung Mau route or National Highway 21 - National Highway 6 - Quang Trung - Tran Phu - Nguyen Trai to the center of the city and vice versa, limiting travel to Thang Long Avenue.
To ensure security and safety to serve delegates attending the Congress, Hanoi City Police requested all traffic participants to be self-conscious and strictly comply with the Law on Road Traffic Order and Safety; when encountering priority vehicles signaling priority to perform tasks, urgently change direction to the nearest level crossings and intersections, and comply with the instructions of functional forces to give way to priority vehicles.
Hanoi City Police announce to let all traffic participants know, comply, be proactive, choose appropriate routes and travel times and support the Police force to complete their tasks.
