Circular No. 1/2026/TT-BNV guiding the salary ranking for people recruited into civil servants who have worked and participated in compulsory social insurance (SI). This regulation is implemented according to Article 20 of Decree No. 170/2025/ND-CP of the Government and officially takes effect from March 1, 2026.
According to the Circular, salary ranking for successfully recruited civil servants is not only based on ranks and grades according to job positions but also considers the working time with compulsory social insurance contributions before that.
Salary ranking principle
Article 2 of Circular 1/2026/TT-BNV clearly states that salary ranking must be based on the actual working time with compulsory social insurance contributions, in accordance with the requirements for professional qualifications and nghiep vu of the job position being recruited.
In case the working time is not continuous but the employee has not received a one-time social insurance allowance, the social insurance contribution period is still accumulated to serve as a basis for salary arrangement. At the same time, the recruited person must be arranged to do work in accordance with the professional and nghiep vu they have undertaken before.
Cases where salary is not counted
The Circular also clearly stipulates that the working time with compulsory social insurance contributions but not suitable for the requirements of professional qualifications and skills of the recruited job position is not counted for salary ranking in the corresponding civil servant rank.
This is to ensure the principle of arranging salaries for the right people and jobs, avoiding the situation of accumulating working time not related to the recruitment position.
Responsibility of the recruitment agency
The competent agency for recruiting civil servants is responsible for specifically determining the working time with compulsory social insurance contributions according to the provisions of law, associated with work suitable to the professional and nghiep vu requirements of the recruited position to serve as a basis for salary ranking for the winning candidate.
The new regulation is expected to ensure the rights of people with work experience, while improving transparency and fairness in the recruitment and salary ranking of civil servants.
