On July 29, the Department of Transport of Thanh Hóa province announced that it had submitted a proposal to the provincial People's Committee for the appraisal of the pre-feasibility study report of the Eastern Ring Road 3 project segment from Hoằng Hóa district to Quảng Xương district, Thanh Hóa province.
This is a Group A project decided by the provincial People's Council, with the investment decision made by the Chairman of the provincial People's Committee.
The total investment is 9,985 billion VND, with the proposed funding structure including: provincial and central government budget support of about 6,985 billion VND. Land fund exploitation capital is about 3,000 billion VND.
According to the Thanh Hóa Department of Transport, the Eastern Ring Road 3 segment from Hoằng Hóa district to Quảng Xương district, Thanh Hóa province is a priority project for the province. Therefore, the investment in constructing the Eastern Ring Road 3 segment from Hoằng Hóa district to Quảng Xương district, Thanh Hóa province is necessary and should be implemented soon.
The reason is that this is the main urban axis road in the eastern part of Thanh Hóa city, significantly contributing to traffic flow distribution, reducing the increasing traffic volume on National Highway 1 through the center of Thanh Hóa city, Quảng Xương district, and expanding the development space of urban areas, serving the socio-economic and tourism development of the province and the areas of Hoằng Hóa district, Quảng Xương district, and Thanh Hóa city.
The completion of the project will help gradually complete the transport infrastructure according to the plan, creating a driving force to promote the development of other sectors. Additionally, the investment in constructing the road also contributes significantly to the development of land funds for high-quality industrial and agricultural development, stimulating investment.
According to the preliminary design plan, the starting point of the road is at Km0+00 at the intersection of National Highway 10 and National Highway 1 at Km319+800/QL.1 in Hoằng Đức commune, Hoằng Hóa district; the route coincides with and expands National Highway 1 by about 2.0km. The endpoint is the intersection with National Highway 1 at Km339+390 (new Cống Trúc intersection) in Quảng Bình commune, Quảng Xương district. The total length of the route is about 21.3km (through Hoằng Hóa district 4.5km, Thanh Hóa city 7.6km, Quảng Xương district 9.2km).
Along the route, there will be 3 bridges, the largest being the bridge over the Mã River, connecting Hoằng Đại ward with Quảng Hưng ward (expected to be named Đại Hưng bridge) with a cable-stayed span structure, the bridge includes 1 unit with 6 lanes and a main bridge width of 31.5m; the second is the bridge over the Thống Nhất River, with a simple span structure, the bridge includes 2 units, each unit with 3 lanes, and the bridge over the Nhà Lê River designed similarly to the Thống Nhất bridge.
According to the complete cross-section scale of the plan, the land use area is about 176.87ha, mainly agricultural land with 136.92ha.
According to the Department of Transport, the new road construction, with many bridge works on the route, requires a relatively large amount of construction materials; the expected types of resources and 6 construction materials needed include: roadbed filling soil, weak roadbed treatment sand, construction sand, concrete aggregate stone, cement concrete and asphalt concrete, graded stone for road foundation.
Previously, the Standing Committee of the Thanh Hóa Provincial Party Committee agreed on the investment plan for the Eastern Ring Road 3 project segment from Hoằng Hóa district to Quảng Xương district in Conclusion No. 2705 -KL/TU dated March 29, 2024, of the Office of the Provincial Party Committee.
It is expected that next week, the Thanh Hóa provincial People's Committee will decide to establish an appraisal council for the above-mentioned project.
