Bac Kan voters propose to speed up the implementation of the Cho Moi - Bac Kan expressway project. The project aims to connect with the Hanoi - Thai Nguyen expressway, forming a complete expressway, shortening travel time between Hanoi, Thai Nguyen, Bac Kan and Cao Bang, thereby promoting socio-economic development, while ensuring national defense and security in the area.
Regarding the content of the voters' petition, the Ministry of Construction would like to respond as follows:
The investment project to build the Cho Moi - Bac Kan route was approved by the Ministry of Construction (formerly the Ministry of Transport) in Decision No. 666/QD-BGTVT dated May 24, 2024 with a scale of 4 complete lanes, a design speed of 80 km/h according to the standards of the TCVN 5729-2012 high-speed car route.
This project is important, not only contributing to the development of Bac Kan province but also enhancing inter -regional connectivity, creating a driving force for the development of the northern midland and mountainous areas, showing the determination of the Party and the State in narrowing the regional gap, improving people's lives and ensuring national defense and security. During the implementation process, the Ministry of Construction has worked closely with the concerned ministries, branches and localities to drastically direct the Project Management Board 2 (investor) in the preparation of investment and compensation and site clearance of the project.
To date, the project has officially started on March 15, 2025 and is expected to be completed in 2026.
The early completion of the project will soon shorten the travel time between Hanoi, Thai Nguyen, Bac Kan and Cao Bang, creating favorable conditions for circulating goods and services, improving local competitiveness, attracting investment and socio -economic development. At the same time, it is important in contributing to expanding the development space, promoting trade and tourism development, creating more jobs for local workers and strengthening to ensure national defense and security in the region.
In order to ensure the implementation of the project in accordance with the plan, the Ministry of Construction proposed the National Assembly delegation of Bac Kan Province and local authorities to continue to pay attention and direct the relevant units to accelerate the clearance, resettlement, relocation of technical infrastructure, strive to hand over 75% of the ground to the investor and construction contractors in May 5.2025 and 100% of the localities in 2025. The consensus of the people in the area, helping the project implementation process is favorable.
In the coming time, the Ministry of Construction will direct the Investor and construction units to increase the mobilization of human resources and equipment, taking advantage of favorable weather conditions to speed up the construction progress, and strictly control the construction quality of the project to comply with technical standards.
The Ministry will also closely coordinate with local authorities to promptly resolve difficulties and problems arising during the implementation process, ensuring the completion of the project on schedule.
