Clearly define the responsibilities of each agency
Implementing the direction of the Hanoi People's Committee in Official Dispatch No. 3284/UBND-NC dated July 5, 2026 on building a process for paying pensions and social insurance benefits (BHXH) at the place of residence for cases that do not meet the conditions for signing certification, the Hanoi Public Administration Service Center chaired a working session with Hanoi Social Insurance and Hanoi Post Office to unify the inter-sectoral coordination process, ensuring that the settlement of administrative procedures and payment of regimes is carried out smoothly, promptly, in accordance with regulations and most conveniently for people.
Speaking at the working session, Mr. Phan Van Phuc - Director of the Hanoi City Public Administration Service Center emphasized that the development of a coordination process is not only aimed at implementing the direction of the City People's Committee but also towards the goal of putting people at the center of service.
At the same time, clearly define the responsibilities of each agency in each stage of work, from reviewing, verifying, supporting the completion of dossiers to receiving, rotating and resolving administrative procedures.
After unification, the contents will be expressed in minutes as a basis for units to deploy synchronously throughout the system.
According to the agreed content, Hanoi City Social Insurance will take the lead in coordinating with the payment service organization (post office) to review and compile a list of cases of receiving monthly pensions and social insurance allowances that have not completed the authorization document according to the provisions of the Law on Social Insurance.
Along with that, build a unified form system throughout the city; transfer the list to the People's Committees of communes and wards to review and classify beneficiaries according to each group of subjects and send it simultaneously to the Public Administration Service Center for coordination in implementation.
For cases where beneficiaries are still eligible to exercise authorization, the commune-level People's Committee shall confirm according to the list for Social Insurance to continue to organize payments according to regulations.
For beneficiaries who have lost civil act capacity or have difficulty in perception and controlling their actions, the post office will guide the person directly caring for them to prepare a request dossier, the commune-level People's Committee will confirm and the Social Insurance Agency will receive and resolve the payment according to the provisions of law.
With the role of the focal agency for organizing the implementation of administrative procedures, the Hanoi City Public Administration Service Center will mobilize the entire system of Branches, Digital Public Service Support Points and Shock Public Administration Teams to coordinate with the People's Committees of communes and wards, Social Insurance and Post Offices to deploy direct support at residence for the elderly, people with meritorious services, vulnerable people, people with disabilities and cases facing travel difficulties.
The support is implemented within the scope of Plan No. 63/KH-UBND of the City People's Committee and the procedures in Decision No. 267/QD-TTPVHCC, ensuring to serve people regardless of administrative boundaries.
For cases arising outside the initial review list but needing to carry out administrative procedures, the commune-level People's Committee will proactively coordinate with the Social Insurance to review and agree to supplement.
Ensuring the continuous payment of pensions and social insurance allowances.
The parties also agreed to maintain a regular monthly coordination mechanism. Hanoi City Social Insurance updates data daily.
In the process of implementation, if difficulties and obstacles arise, they will be promptly exchanged and agreed upon for resolution, ensuring that the implementation of people's rights is not interrupted.
In particular, for people aged 80 and over who need to receive pensions and social insurance allowances at their place of residence, agencies will continue to coordinate to implement home payments according to regulations, contributing to creating favorable conditions for the elderly and vulnerable to access the State's social security policies.
Representatives of Hanoi Social Insurance highly appreciated the initiative of the Public Administration Service Center in building an inter-sectoral coordination mechanism and agreed to synchronously deploy the form system throughout the city. At the same time, closely coordinate with the Center and the Post Office to promptly handle situations arising during the implementation process.
At the end of the working session, the leaders of the three units agreed to sign a record of the coordination contents, as a basis for immediate implementation throughout the system.
Accordingly, Social Insurance is responsible for building, providing data and organizing the settlement of regimes.
The Public Administration Service Center presides over the organization of support for administrative procedures at the grassroots level and at the place of residence.
The Post Office coordinates to review and verify information, participate in supporting people and organize payments according to regulations.
The establishment of a coordination mechanism between the three units is a specific step to concretize the direction of the Hanoi People's Committee in innovating the method of serving people, contributing to ensuring that pension and social insurance allowance payments are carried out continuously and in accordance with regulations.
At the same time, continuing to affirm the spirit of "Going ahead of the needs - Pioneering service" of the Hanoi City Public Administration Service Center in building a serving, modern, professional and people-centered administration.
