The city will select a number of comrades with capacity, qualities, ethics, prestige, and outstanding, with innovative, breakthrough, creative, determined thinking, daring to think, daring to do, daring to take responsibility to arrange them into key administrative units (new communes).
In addition, the city will arrange to be the deputy secretary of the Party Committee, selected in order of priority: Deputy secretary of the city's departments, branches and sectors and equivalent; department heads in the planning of the city's department head, branch, etc., with outstanding capacity and development prospects.
