On the morning of May 22, Minister of Education and Training (MOET) Nguyen Kim Son submitted to the National Assembly a draft Resolution on tuition exemption and support for preschool children, primary school students, and students studying general education programs at educational institutions in the national education system.
According to the draft Resolution, the State budget will also support tuition fees for preschool children, primary school students, and students studying the GDPT Program at private and public educational institutions.

The Minister explained that 5-year-old preschool children at private and public facilities, primary school students at private schools in areas without enough public schools, and secondary school students at private facilities are being supported by the State budget to pay tuition fees.
"Therefore, the regulation supports both students at private and non-public educational institutions to fully demonstrate the superiority of the regime, ensure unified implementation in policies, fairness in access to education; encourage the development of non-public education, and strengthen the socialization of education" - Minister Nguyen Kim Son stated.

The head of the education sector said that the resources to implement this Resolution will come from the central budget, local budgets and other legal resources.
In the 2023-2024 school year, the country currently has 23.2 million students, of which 21.5 million are public students, accounting for 93%; 1.7 million are non-public students, accounting for 7%).
Number of students divided by school level: 4.8 million preschool children (3.8 million public children; 1 million non-public children); 8.8 million primary school students, 6.5 million secondary school students; 2.99 million high school students.
The total funding requirement calculated according to the average minimum tuition fee of 3 areas (urban, rural, mountainous) in Decree No. 81/2021/ND-CP and Decree No.7/2023/ND-CP is about 30.6 trillion VND, of which the public sector is 28.7 trillion VND; the private sector is 1.9 trillion VND).
The specific budget level to be ensured will depend on the specific tuition fee level of each province and centrally run city according to the authority of the Provincial People's Council. In which:
The total state budget has been exempted from tuition fees, not collected, and supported since September 1, 2025 according to current regulations is 22.4 trillion VND, of which the public sector is 21.8 trillion VND, the private sector is 0.6 trillion VND.
The state budget expected to be supplemented when the National Assembly Resolution is issued is 8.2 trillion VND, of which the public sector is 6.9 trillion VND; the private sector is 1.3 trillion VND).
The budget for tuition exemption and support for general education students at continuing education institutions and other educational institutions is 774.2 billion VND for 431,551 students (all of whom are public students, currently no private students).
The Ministry of Education and Training affirmed that the viewpoint of building a resolution is to closely follow the guidelines and orientations of the Party, the laws of the State, the resolutions of the National Assembly and the Government on education and training;
At the same time, it demonstrates the superiority of the regime, ensuring fairness in access to education, gradually achieving the goal of 9-year education everywhere; Contributing to ensuring social security, reducing economic burden for families with children studying in preschool and general education institutions nationwide.
In addition, encourage the development of non-public education, strengthen the socialization of education.
