Prime Minister Pham Minh Chinh has just signed Official Dispatch No. 75/CD-TTg dated August 4, 2024, requesting ministries, sectors, and localities to proactively prevent, combat, and mitigate the consequences of natural disasters in the coming time.
According to warnings from the National Center for Hydro-Meteorological Forecasting, the La Nina phenomenon will affect our country from August 2024, with a high risk of strong storms, heavy rains, floods, flash floods, landslides, and unsafe reservoirs, seriously threatening production, daily life, and the lives and property of the people.
The Prime Minister requests ministers of ministries, heads of ministerial-level agencies, government agencies, and chairpersons of the People's Committees of provinces and cities to focus on directing and closely monitoring the developments of natural disasters, proactively directing, implementing decisively, promptly, and effectively measures to respond to and mitigate the consequences of natural disasters.
Chairpersons of the People's Committees of provinces and centrally-run cities should be more proactive in focusing on leadership, direction, and organization of the implementation of natural disaster prevention, combat, and mitigation on their localities according to the four-on-the-spot principle with the most proactive, timely, and decisive spirit to ensure the safety of lives and minimize property damage for the people and the state.
Urgently review and complete response plans for each type of natural disaster that may occur in the locality, especially response plans for storms, floods, landslides, and flash floods; identify key vulnerable areas to proactively build scenarios for deploying forces and means ready to respond, rescue, and relieve when situations arise.
Direct the implementation of natural disaster prevention and combat plans in the stormy season; organize supervision, inspection, and urging of the preparation for natural disaster prevention, rescue, and relief before the rainy season and before storms and floods occur as prescribed.
Organize the review and identification of dangerous areas, especially slope areas at risk of landslides, flash floods, and deeply flooded areas along rivers and streams to proactively organize the relocation of people and property out of dangerous areas; for places where immediate relocation is not possible, there must be proactive evacuation plans when natural disaster situations arise to ensure the safety of people's lives...
The Minister of Natural Resources and Environment focuses on directing the hydro-meteorological forecasting agency to promptly evaluate and draw lessons from the monitoring, forecasting, and warning of natural disasters in the past time, continue to focus on improving the quality of forecasting and warning of natural disasters, landslides, subsidence... ensuring reliability.
The Minister of National Defense proactively directs military regions and forces stationed in the area to review, build plans, and proactively mobilize forces and means to coordinate with localities and related forces to implement natural disaster response, search and rescue, and quickly mitigate the consequences of natural disasters as prescribed.
The Minister of Public Security directs the local police to build plans and proactively deploy support for localities and people in preventing, combating, and mitigating the consequences of natural disasters, and search and rescue when situations arise.
