On September 12, in Hoa Binh, Mr. Huynh Thanh Dat, Minister of Science and Technology (Chairman of the Science and Technology Advisory Council for Safety Assessment of Dams and Reservoirs on the Da River Hydropower Cascade) conducted a field inspection and assessment at the Hoa Binh Hydropower Plant and Hoa Binh Hydropower Expansion Plant after storm No. 3 and is currently being affected by post-storm circulation.
Attending the inspection were leaders of Vietnam Electricity Group; leaders of Hoa Binh Hydropower Company, Power Project Management Board 1, scientists and experts of the Safety Advisory Council.
Representatives of Hoa Binh Hydropower Company and Power Project Management Board 1 (the unit implementing the Hoa Binh Hydropower Expansion Project) reported on the implementation of inspection and safety assessment of dams and reservoirs.
The units have taken proactive measures to prevent, combat and promptly handle damage to the structure and monitoring equipment. They are always ready with dam protection plans, natural disaster prevention plans and emergency response plans to ensure the safety of the dam and reservoir of the Hoa Binh Hydropower Plant.
Through the report and preliminary assessment of the Expert Team, it shows that the Hoa Binh Hydropower Plant is operating in a stable and safe state.
Speaking at the inspection, Minister of Science and Technology Huynh Thanh Dat highly appreciated Vietnam Electricity Group and Hydropower Companies for completing well the tasks of managing and operating the works, regulating water reservoirs, and always having plans ready to respond to the impacts of storm No. 3.
Propose that Vietnam Electricity Group, Hoa Binh Hydropower Company and Power Project Management Board 1 continue to monitor, evaluate and proactively strictly implement the inter-reservoir operation process in the Red River basin; promptly inform the Science and Technology Advisory Council to assess the safety of reservoirs and dams on the Da River hydropower cascade in unusual situations related to the safety of reservoirs and dams.
The Minister also requested units to prepare dam protection plans, disaster prevention plans and emergency response plans in case of emergencies.
Currently, the upstream water level of Hoa Binh Hydropower Reservoir is at 112.33m; downstream 14.58m; Inflow 4,434m3/s; outflow 2,229m3/s.
