According to the report of Ninh Binh Provincial People's Committee on the situation and results of implementing Resolution No. 131/NQ-CP dated October 6, 2022 of the Government on promoting administrative procedure reform (TTHC) and modernizing directing and operating methods to serve people and businesses in the first quarter of 2026, administrative procedure reform has achieved many clear results.
Right from the beginning of the year, the Provincial People's Committee directed all levels and sectors to thoroughly grasp and seriously implement administrative procedure reform tasks, ensuring the set progress and quality. The work of building and promulgating legal documents was carried out in accordance with procedures, in which 11 new administrative procedures were announced and 9 administrative procedures were abolished.
The whole province has issued 52 decisions announcing the list of administrative procedures with a total of 801 procedures, of which 657 procedures were newly announced, amended, and supplemented, and 144 procedures were canceled. Currently, the total number of administrative procedures being implemented in the area is 2,020, fully publicized according to regulations.
The work of reviewing and simplifying administrative procedures continues to be promoted. The Provincial People's Committee has issued a plan to review and evaluate administrative procedures in 2026, focusing on key areas such as investment, land, construction, production and business, and cumbersome procedures that cause difficulties for people and businesses.
In addition, the province maintains the effectiveness of channels to receive feedback and recommendations. In the first quarter, agencies and units received 66 feedback and recommendations, of which 57 contents were processed and made public in accordance with regulations.
The digitization of dossiers and results of administrative procedures continues to be implemented synchronously at 100% of single-window departments at all levels. The rate of digitization of dossiers and results of administrative procedures on the National Public Service Portal reached 91.14%; the rate of data exploitation and reuse reached 93.15%.
The whole province has provided 2,104 online public services, including 880 full online public services and 1,224 partial online public services; 100% of services have been integrated into the National Public Service Portal. In the first quarter, agencies and units received 421,387 administrative procedure dossiers, resolved 394,565 dossiers, of which the rate of timely and early resolution reached 99.1%.
