On June 26, information from the People's Committee of Nghe An province said that Mr. Vo Trong Hai - Deputy Secretary of the Provincial Party Committee, Chairman of the People's Committee of Nghe An province has just directed to accelerate the progress of key projects in the province.
To date, Nghe An has started 5 key projects, including: Vinh - Thanh Thuy expressway construction investment project invested by Nghe An Traffic Works Project Management Board, with a total investment of more than 21,118 billion VND; National Highway 46 Vinh - Nam Dan section renovation and expansion project invested by Project Management Board 85, Ministry of Construction; Priority infrastructure and urban development project adapted to climate change invested by Nghe An Agriculture and Environment Project Management Board, implemented in Thanh Vinh and Truong Vinh wards.
In addition, there is the Quynh Lap LNG Thermal Power Plant Project implemented by a joint venture of investors, deployed in Tan Mai ward; Cua Lo Deep-water Port Project invested by International Transport Development Investment Joint Stock Company, deployed in Hai Loc commune area.
For the Vinh - Thanh Thuy Expressway Construction Investment Project, the route is about 60km long, site clearance is being focused on by localities. To date, the agricultural land area with a total length of 25.28km has been cleared 23.35km, reaching 92.4%. Hung Nguyen, Kim Lien, Dai Hue, Van An and Nam Dan communes have completed 100% of the volume.
Chairman of the Provincial People's Committee Vo Trong Hai requested the investor to accelerate the progress of implementing the bidding packages, ensuring the set requirements. He also requested to completely complete site clearance for agricultural and forestry land no later than June 30, 2026; for Xuan Lam, Hoa Quan and Kim Bang communes, complete the forestry land part before July 10, 2026.
Resettlement areas must complete investment procedures and infrastructure construction before June 30, 2026 and complete infrastructure construction before August 30, 2026.
For the Project to renovate and expand National Highway 46 Vinh - Nam Dan section, localities have completed the handover of 100% of the route length, reaching 10.69/10.69km. The Chairman of the Provincial People's Committee requested Project Management Board 85 to urge contractors to mobilize human resources and equipment, take advantage of favorable weather to accelerate progress, basically ensuring asphalt concrete paving for the entire route before August 30, 2026.
Regarding the Priority Infrastructure and Urban Development Project adapting to climate change, the Chairman of the Provincial People's Committee requested to focus on removing obstacles in site clearance, assigning the investor to closely coordinate with localities, and promptly handle arising difficulties to ensure the progress of items.
For the Quynh Lap LNG Thermal Power Plant Project, the investor handed over the boundary markers on the ground from June 18, 2026. Currently, Tan Mai Ward People's Committee is coordinating with the Provincial Land Registration Office to extract cadastral measurements to serve compensation and site clearance. The Chairman of the Provincial People's Committee affirmed that Nghe An will create favorable conditions for the investor consortium to implement the project on schedule.
For the Cua Lo Deep-Water Port Project, land lease procedures for 9.8/32ha have been completed so far; compensation and site clearance work has basically been completed on an area of 17.57/32ha. The Chairman of the Provincial People's Committee assigned Hai Loc Commune People's Committee to definitively handle obstacles related to the remaining 4 households, approve and pay compensation for 3 graves, and complete site handover to investors before July 5, 2026.
The Southeast Economic Zone Management Board is required to expedite related procedures, including the environmental impact assessment report. The project investor must strictly implement environmental protection measures, spray water to reduce dust during leveling and transportation, and limit impacts on residential areas.
