The Hoa Binh - Moc Chau Expressway Project, the section passing through Hoa Binh, started construction in September 2024 with a total length of about 34km, a total investment of nearly 10,000 billion VND, invested by the Hoa Binh Provincial Traffic Construction Investment Project Management Board.
The starting point of the project is at Km19+000 in Da Bac town; the end point is at Km53+000 in Chieng Yen commune, Van Ho district, Son La.
As of March 2025, the construction site at the starting point of the project located in Cao Son commune, Da Bac district, Hoa Binh province, about 78% of the route length (17/21.75km) has been cleared, creating favorable conditions for construction units to mobilize vehicles and human resources to the construction site.

Mr. Bui Chi Cong, Head of Project Management Department 2 - Traffic Construction Investment Project Management Board of Hoa Binh province, said: "The contractors are organizing continuous construction of 3 shifts per day. Although the weather in the highlands is harsh, officers, engineers and workers are trying to work overtime to ensure the machinery operates to the maximum extent, on schedule.
Thanks to that effort, many first sections of the roadbed have taken shape, creating a premise for entering the construction phase of the road surface in the coming months.
According to Mr. Cong, on the section passing through Da Bac district, the XL01 package contractor has organized 2 construction teams to build roadbeds at locations with available land and 1 construction team for bridge and culvert items (underpasses, box culverts, round culverts) at many locations on the route.
At the same time, the XL02 package contractor in charge of the construction of the two tunnels through the mountains has also completed the clearing and opened 4 new service routes with a total length of about 1.7km to access the tunnel gates and transport equipment and materials to the construction site.

Mr. Ly Van Henh (Cao Son commune) shared: "If the route is completed and put into operation, it will help shorten the time from the center of Hoa Binh city to Moc Chau district in particular and Son La in general".
According to Mr. Henh, because he often travels between Da Bac district (Hoa Binh) and Van Ho (Son La), having to go around Da Bac to National Highway 6 and cross many steep passes to Son La is extremely difficult.
Therefore, what people want most is for the expressway to be completed and put into operation soon, helping to shorten travel time.
Reporting to Deputy Prime Minister Nguyen Chi Dung during the survey of the construction progress of the Hoa Binh - Moc Chau Expressway Project, Mr. Quach Tat Liem - Vice Chairman of the People's Committee of Hoa Binh Province, Head of the Project Steering Committee, said that the capital and disbursement progress of the Hoa Binh - Moc Chau Expressway Project are a worrying issue. Due to the project starting construction late, construction packages will only be selected from the end of 2024, so the disbursement of investment capital is still slower than planned.
According to Mr. Liem, the capital pressure is very high, if not resolved promptly, it will be difficult for the project to ensure progress. Therefore, the province has proposed that the Government allow the extension of the disbursement period of capital under the socio-economic recovery program to the end of 2025 to continue to provide enough for the project.
Currently, the locality is working with relevant ministries and branches to strengthen guidance and support for the province in the project implementation process to speed up progress, ensure progress, quality and promote investment efficiency.
