Race for progress
Implementing the direction of the Hanoi People's Committee, Yen Nghia, Duong Noi, and Kien Hung wards - where the project passes through - are urgently racing against time to reach the finish line on schedule.
Among the 3 wards mentioned above, Yen Nghia has the largest area to be cleared (mainly residential land), with an area according to the handover of landmarks of about 12.4ha, involving 622 households and individuals.
According to experts from the Economic, Infrastructure and Urban Department of Yen Nghia ward, through mobilization and propaganda, people agreed in project implementation, but there are also some difficulties. Currently, Yen Nghia ward is coordinating with the investor (Hanoi City Traffic Construction Investment Project Management Board) to complete the site clearance map, to serve as a basis for issuing land acquisition notices.
For Duong Noi ward, the total area to be cleared is 2,891.7m2, the length of the route is 384m, corresponding to 30 households with residential land, 21 households with agricultural land and 1 organization.
According to Mr. Nguyen Quoc Anh - Deputy Head of Site Clearance Department, Hanoi City Traffic Construction Investment Project Management Board (project investor), the unit has closely coordinated with Duong Noi Ward People's Committee to implement the steps according to the correct procedures for site clearance, without wasting time, the tasks are piled up and carried out continuously. Currently, the unit has completed the inventory work, basically people agree and support the project implementation. The unit is developing a plan for compensation, support and resettlement according to regulations.
Currently, the Propaganda and Mobilization Team for people to clear ground of Duong Noi ward is focusing on propaganda and mobilizing each organization, household, and individual to soon hand over the ground to implement the project according to the plan.
Meanwhile, the area to be cleared for the National Highway 6 project section passing through Kien Hung ward is related to residential land of 17 households, 2 households with production - business land, 14 households with agricultural land with a total area to be cleared of 4,400m2. The ward is implementing steps to recover land, develop compensation, support, and resettlement plans and is expected to complete compensation and support payments in February 2026.
Complete site clearance for agricultural land in the first quarter of 2026
In Notice No. 812/TB-VP dated December 16, 2025 on the conclusion and direction of Vice Chairman of Hanoi City People's Committee Truong Viet Dung at the meeting to listen to the report on site clearance for the renovation and upgrading of a number of traffic works in the city, with the project to upgrade and renovate National Highway 6 (Ba La - Xuan Mai section), the City People's Committee requested the People's Committees of Duong Noi, Kien Hung, Yen Nghia wards... to complete the site clearance for agricultural land in the first quarter of 2026 and complete the entire site clearance of the project (residential land, other land) in the area as committed at the meeting.
Accordingly, leaders of Duong Noi and Kien Hung wards committed to complete site clearance before April 15, 2026; leaders of Yen Nghia ward committed to complete site clearance before September 30, 2026.
Regarding the project site clearance deployment progress factor, Vice Chairman of Duong Noi Ward People's Committee Vu Thi Ngoc Hien analyzed that on December 11, 2025, the National Assembly issued Resolution No. 254/2025/QH15, which has removed obstacles in site clearance work. Accordingly, the time to publicly list the draft compensation, support, resettlement plan and land recovery time has been shortened significantly compared to before.
Most recently, on January 18, 2026, Hanoi City People's Committee also issued Decision No. 10/2026/QD-UBND amending and supplementing a number of policies on compensation, support, and resettlement, ensuring better rights for people whose land and assets attached to land are recovered. These are important bases to help accelerate progress and create favorable conditions for site clearance to reach the finish line in accordance with the commitments of wards to the city.
In addition to requesting the Chairmen of the People's Committees of wards to show the political determination of the leaders in implementing site clearance for projects, the City People's Committee said that it will accompany and support localities in the implementation process with departments and branches; ensuring the legitimate and lawful rights and interests of people whose land is recovered and the payment of compensation, support, and resettlement to the right subjects according to the provisions of law.
