Standing Vice Chairman of Hanoi People's Committee Duong Duc Tuan has just signed and issued Official Dispatch No. 2341/UBND-NC on the implementation of Directive No. 21/CT-TTg dated May 20, 2026 of the Prime Minister.
The City People's Committee requests the People's Committees of communes and wards to urgently organize the dissemination and implementation of Directive No. 21/CT-TTg and the direction of the City People's Committee to agencies, units, organizations, villages, and residential groups in the area; proactively report to the Party Committee of communes and wards to lead and direct the unified process of reviewing and developing the Project, organize to collect people's opinions and implement it after it is approved by competent authorities.
Review all existing villages and residential groups, including the number of households, population, managed area, population characteristics, historical and cultural factors, customs, beliefs, religions, infrastructure conditions, cultural institutions, security and order situation, and non-specialized personnel in villages and residential groups.
Develop a Project on arranging villages and residential groups in the area; organize to collect people's opinions in accordance with legal regulations; summarize, receive, and explain people's opinions; complete dossiers to submit to the Commune People's Council for approval before June 30, 2026.
Tuyen Quang
The Chairman of Tuyen Quang Provincial People's Committee has issued document No. 3742/UBND-NC on implementing Directive No. 21/CT-TTg of the Prime Minister and Resolution No. 96-NQ/TU of the Standing Committee of Tuyen Quang Provincial Party Committee on arranging villages, residential groups and arranging, using, regimes, and policies for non-specialized personnel at the commune, village, and residential group levels.
The Chairman of Tuyen Quang Provincial People's Committee requested the People's Committees of communes and wards to review the entire situation of villages and residential groups in the area; develop plans for arrangement and reorganization in accordance with practical conditions, in which clearly identify villages and residential groups to be merged, units not to be merged and specific reasons.
At the same time, develop a plan to arrange a team of non-specialized personnel after arrangement.
Review, arrange, use or resolve regimes and policies for non-specialized commune-level personnel in accordance with regulations before June 30, 2026.
Cases that do not continue to be used will be resolved according to regulations. At the same time, consider introducing them to participate in non-specialized activities in villages and residential groups or implementing contracts to perform civil servant and public employee duties for necessary positions, meeting requirements.
The Department of Home Affairs shall preside over advising the Provincial People's Committee to develop an overall plan for arranging villages and residential groups throughout the province, ensuring feasibility, in accordance with the requirements of restructuring and improving the quality of non-specialized personnel; to be completed before June 8, 2026.
Lang Son
Lang Son Provincial People's Committee has issued Plan No. 209/KH-UBND on implementing the arrangement of villages and residential groups in the province in 2026.
According to the plan, the commune-level People's Committee shall develop a detailed plan for arranging villages and residential groups; a plan to consolidate the team of non-specialized personnel in villages and residential groups and a plan to resolve regimes and policies for redundant people after arrangement to submit to the Department of Home Affairs for summarization and development of a master plan to report to competent authorities for consideration and decision.
Based on the policy of the Standing Committee of the Provincial Party Committee, the People's Committees of communes and wards develop a Project on arranging villages and residential groups to organize the collection of people's opinions according to regulations.
After having the results of taking voters' opinions representing households on the Project on arranging villages and residential groups, the People's Committees of communes and wards submit to the People's Councils at the same level for approval a Resolution on arranging villages and residential groups.
Implement the consolidation of the Party organization, the Fatherland Front Work Committee and socio-political organizations in new villages and residential groups, arrange and consolidate the titles of non-specialized personnel.
At the same time, summarize dossiers for resolving regimes and policies for cases that are not further arranged and used, and send them to the Department of Home Affairs for appraisal.
Time to complete the above contents before June 30, 2026.
Cao Bang
The Standing Committee of Cao Bang Provincial Party Committee has issued Directive No. 05-CT/TU on strengthening leadership and direction in deploying the arrangement of villages and residential groups and arranging, using, and implementing regimes and policies for non-specialized personnel at the grassroots level in Cao Bang province.
According to Directive No. 05-CT/TU, People's Committees of communes and wards must directly develop specific arrangement projects in localities; organize substantive, democratic, public, and transparent public opinion collection; complete the project before June 30, 2026.
Complete the plan for arranging, using, and resolving regimes and policies before June 30, 2026; ensure objectivity, publicity, transparency, correct subjects, and regulations; not to let negativity, group interests or creating public outrage in the people arise.
The selection and arrangement of people to operate in villages and residential groups must ensure: Having political bravery; having prestige among the people; having a sense of responsibility and dedication to serving the community; having the capacity to organize and perform tasks; having the ability to apply information technology and meet the requirements of modern management at the grassroots level.
Prioritize young cadres who have innovative thinking, the ability to mobilize the masses, digital skills, and the spirit of daring to think, dare to do, and dare to take responsibility for the common good.
Not arranging cases: Low prestige; weak capacity; lack of responsibility; violation of discipline; manifestations of localism, factionalism, causing disunity; failing to meet task requirements in the new period.
