At the press conference before the 18th Session (the regular session at the end of the year) of the People's Council of Can Tho City, term X, 2021 - 2026 (taking place from December 9 - 12), Mr. Tran Phu Loc Thanh - Deputy Director of the Department of Natural Resources and Environment (TNMT) of Can Tho - informed about the progress of institutionalization of the amended Land Law 2024 in Can Tho City, which will take effect from August 1, 2024.
Mr. Thanh said that the institutionalization of the revised Land Law in 2024 has received attention and focused direction from city leaders and has achieved specific results.
Through reviewing the Land Law, the locality has 69 contents that the Law and Decree assign the authority to the People's Council and People's Committee of the city to issue. The Department of Natural Resources and Environment has coordinated with departments, branches and sectors to promptly implement.
The Department of Natural Resources and Environment alone advises on 56 contents under the provisions of the Land Law and 9 decisions under legal norms. Up to this point, the Department has specified 46 contents under the authority of the City People's Committee, the remaining contents are under construction, including: coordination regulations of the land fund development center with units; retained revenue of the land fund development center; restoration of land destruction acts,... and promulgated in December.
Regarding the contents under the authority of the People's Council of Can Tho City, this session is expected to pass a Resolution promulgating a list of works and projects requiring land recovery and projects requiring land use conversion with rice-growing land area in 2025; Stipulating specific criteria to determine the location for each type of land, the number of land locations in the price list; Criteria for deciding to conduct bidding to select investors to implement investment projects using land.
“If the above Resolutions are passed, they will fully institutionalize the 2024 revised Land Law and the Decree on decentralization and delegation of power to local authorities. In the near future, the Department will also soon submit a land policy for ethnic minorities (according to Clause 6, Article 16, Land Law)" - Mr. Thanh said.
