At the press conference before the 18th Session (regular session at the end of the year) of the 10th term of Can Tho City People's Council, 2021 - 2026 (taking place from December 9 - 12), Mr. Tran Phu Loc Thanh - Deputy Director of Can Tho Department of Natural Resources and Environment - informed the press about the slow land recovery of projects and ineffective exploitation of land resources.
Mr. Thanh said that according to the law, the organization and implementation of projects are based on prescribed procedures. After the State allocates or leases land, the assigned organizations, units and individuals will implement the projects according to the decisions.
The Department of Natural Resources and Environment advised the People's Committee of Can Tho City to direct the development of a plan to review, inspect and supervise the process of putting land into use, and the agencies and units that are given land. In addition to guiding procedures for investors, the Department of Natural Resources and Environment also has procedures to follow according to regulations for projects that are slow to put land into use according to the investment policy of competent authorities and make records according to the provisions of law.
In cases where the law does not allow continued implementation, the Department of Staff of Can Tho City People's Committee shall issue a decision to reclaim the land.
A typical example is the Water Park Project (Ninh Kieu District) of about 4.5 hectares, due to improper exploitation and failure to pay annual land use fees as prescribed. The Department of Staff of Can Tho City People's Committee has transferred it to the Land Fund Development Center for exploitation management and, according to the direction, will develop a plan to auction this land.
Similarly, the rice market project (Thot Not district) was based on an investment project of over 21 hectares, but the Company only invested in phase 1 with an area of about 10 hectares. The Department has advised the City People's Committee to reclaim the land that was delayed in being put into use in a public, transparent and correct manner.
"These are two typical cases to solve the problem of slow land use for projects assigned by the People's Committee of Can Tho City.
