Salaries and allowances for medical staff have many new points
The 15th National Assembly, 10th session, passed Resolution 261/2025/QH15 on a number of special mechanisms and policies to create breakthroughs in the work of protecting, caring for and improving people's health.
In Article 3 of the resolution, the salary and allowance regime for medical staff is regulated with many notable points. Accordingly, medical doctors, traditional medicine doctors, dentists, preventive medicine doctors and pharmacists are ranked from level 2 immediately upon recruitment into corresponding professional titles, until there are new regulations on salaries.
For people who regularly and directly practice medical expertise in specialized fields such as psychiatry, forensic medicine, psychiatric forensic medicine, emergency resuscitation, and disease anatomy, the professional preferential allowance level enjoyed is 100%.
Medical staff working at commune-level health stations and preventive health facilities also enjoy professional preferential allowances. In which, the 100% level applies to ethnic minority areas, mountainous areas, difficult, especially difficult areas, border areas, islands; the remaining cases enjoy a minimum of 70%.
The Government will specify these contents in detail, ensuring them are suitable for the socio-economic development conditions of the country.
Breakthrough in teacher salary
The 2025 Law on Teachers, just passed by the National Assembly, is considered an important milestone, the first time promulgating a specialized law specifically for the teaching staff, thereby affirming the position and role of the teaching profession in society.
The highlight of the law is the regulation on the salary and allowance regime for teachers in Article 23. Accordingly, teachers' salaries in public educational institutions are ranked highest in the administrative and non-business salary scale system, and are also entitled to professional preferential allowances and other allowances according to job nature and region.
Some groups of teachers enjoy higher salaries and allowances than normal conditions, including: preschool teachers; teachers working in ethnic minority areas, mountainous areas, border areas, islands, and particularly difficult areas; specialized school teachers; teachers implementing inclusive education and teachers in some specialized industries and occupations.
For teachers working in non-public educational institutions, salaries are implemented according to the provisions of labor law. In case teachers work in industries and professions with special regimes, they are entitled to special regimes at the highest level, if that policy coincides with the policy for teachers.
The Law also emphasizes the requirement to strongly innovate the mechanism of recruitment, use, training, remuneration and valuation of the teaching staff; and affirms the policy of prioritizing classifying teachers' salaries at the highest level in the administrative and non-business salary scale system.
Specifically for non-public teachers, from 01.01.2026, the regional minimum wage will also be adjusted to increase according to Decree 293/2025/ND-CP, thereby contributing to improving income for this team.
