Organizing "underground" health check-ups
Although not qualified to conduct health examinations, Thanh Hoa Medical Examination Center organized "underground examinations". On April 21, 2023, the Center's polyclinic was announced as a medical examination and treatment facility qualified to conduct health examinations, but in 2022, the unit organized to provide health examination services to Thanh Hoa Water Supply Joint Stock Company.
In 2022 and 2023, the unit signed two health check-up contracts with Thanh Hoa Water Supply Joint Stock Company. To carry out this contract, the unit had to hire human resources and hire to do various tests and X-rays.
Checking the Center's medical examination and treatment facility declaration records and the reality shows that the unit has not arranged enough clinical and paraclinical examination rooms according to regulations (lack of specialized departments of Surgery, Obstetrics, Dermatology, Ophthalmology, X-ray room...) to examine and detect health status according to health standards.
The Department of Health concluded that this activity of the Center was wrong and violated the provisions of Clause 4, Article 11 of Decree 155/2018/ND-CP dated November 12, 2018 of the Government amending and supplementing a number of regulations related to investment and business conditions under the state management of the Ministry of Health.
With these violations, on September 23, 2024, the Department of Health issued a notice to withdraw from the updated list of medical examination and treatment facilities qualified to conduct health examinations the General Clinic under the Thanh Hoa Medical Examination Center.
The Department of Health also recommended not to review the results of health examinations for officers and employees of Thanh Hoa Water Supply and Sewerage Joint Stock Company in 2022 and 2023; and requested to review the responsibility of collectives and individuals in not complying with the provisions of law on health examinations.
Ambiguous financial income and expenditure
According to the inspection conclusion, the financial revenue and expenditure at Thanh Hoa Medical Assessment Center is ambiguous, confusing and violates many regulations.
The development of internal spending regulations is still based on documents that have expired; some contents in this regulation are not suitable, such as expenses for weddings of officials' children inside and outside the agency; monthly allowances for members of the Medical Assessment Council and the council's specialist assessors.
The allocation of funds for salary reform in 2022 and 2023 is still lacking and not in accordance with the prescribed ratio of nearly 260 million VND, of which the 2022 allocation is nearly 90 million VND short, and the 2023 allocation is 170 million VND.
Instead of having to set aside 40% of the salary reform fund as prescribed, the Center only sets aside 35% of the total fee collection after deducting costs directly related to the provision of fee collection services.
Paying additional income illegally when 100% of the unit's officers and employees achieved type A in the evaluation period and then dividing the money.
According to the Thanh Hoa Department of Health Inspectorate, the unit's account holder has not fully complied with the provisions of law in financial management and use; there is a lack of inspection, supervision and control of the unit's revenue and expenditure documents; the Chief Accountant assigned to be in charge is not good, leading to many violations. Payment authorization No. 29 dated May 17, 2022 spent 71.6 million VND to buy and plant ornamental plants in the center's premises, which is not in accordance with actual use; in 2023 and 9 months of 2024, the unit collected a total of 63.92 million VND for photography services without issuing a receipt.
Based on the above inspection results, the Health Department Inspectorate recommends not accepting the payment of 71.6 million VND for purchasing and planting ornamental plants. Requesting to fully account for the amount of 63.92 million VND collected for taking ID photos that was left out of the accounting books, adding it to the revenue and expenditure for career activities in 2024; making additional deductions to the salary reform fund of 260 million VND due to the missing deductions in 2022 and 2023.
Speaking with Lao Dong, the leader of the Thanh Hoa Department of Health said that the person primarily responsible for the above violations belongs to Mr. Nguyen Van Tai - Director of the Thanh Hoa Medical Assessment Center; at the same time, he requested the Thanh Hoa Medical Assessment Center to review the responsibilities of the relevant collectives and individuals; depending on the nature and level of violations, consider disciplinary action according to the authority for officials under their management.
The Department of Health has also transferred the entire case file to the Provincial Police for investigation and handling according to their authority.
