The Department of Health Inspectorate directly inspected 883 medical examination records (GDYK) stored at the Medical Examination Center in 2022; 2023, and at the same time collected the examination results of 2,424 subjects who are enjoying the regimes and policies prescribed for people with disabilities, occupational accidents, war invalids, people infected with toxic chemicals/dioxin and the rights of people participating in compulsory social insurance, participating in types of commercial insurance (life insurance...) provided by the Social Insurance agency, the Department of Labor, War Invalids and Social Affairs, 22/27 People's Committees of districts, towns, cities and 6 insurance companies.
Through checking, reviewing and comparing with the original appraisal records, professional consultation meeting records, Council meeting records and appraisal result return records currently stored at the Medical Appraisal Center, it was discovered that the medical appraisal record sent back to the subject had a conclusion on the level of disability or level of physical injury that was different from the conclusion in the medical appraisal record currently stored in the Center's appraisal records.
At the time of inspection, 29 cases were discovered in which the appraisal results were changed compared to the original appraisal records, of which 9 cases were in 2022 and 20 cases were in 2023, including: 24 cases of appraisal on disability; 3 cases of appraisal on work accidents and 2 cases of appraisal upon request.
The Health Department Inspectorate worked with Mr. Nguyen Van Tai - Director of the Medical Assessment Center, Permanent Vice Chairman of the Medical Assessment Council (the person who signed and issued the Medical Assessment minutes) and related departments and individuals to clarify the violations.
Mr. Nguyen Van Tai admitted that he personally edited and changed the examination content and appraisal results in the medical examination records sent to 29 subjects compared to the medical examination records kept in the appraisal records.
Specifically: for the disability assessment report sent to the subject, the conclusion of the disability assessment was changed from mild to severe or from severe to extremely severe.
For cases where the appraisal concludes on the rate of bodily injury, the adjustment will increase the rate of bodily injury higher than the results currently stored in the unit's appraisal records.
Mr. Nguyen Van Tai's purpose is to help the subjects of appraisal benefit from the State's regulations for the disabled, people with work accidents and the rights of those participating in contracts with insurance companies.
The amount of money that the subjects have benefited from as of the inspection date of September 30, 2024 is estimated at about 459 million VND.
The Inspector of Thanh Hoa Department of Health has recommended that the Director of the Department withdraw the appraisal records that were sent to 29 subjects and are being used as a basis for the subjects to enjoy the regime and benefits.
There is a document announcing the results to units and enterprises, forcing 29 subjects to return the illegal money received from changing the medical examination results compared to the Medical Examination Minutes in the examination records. Recall the Medical Examination Minutes of these 29 subjects to send to the Department of Health for handling according to regulations.
Speaking with Lao Dong, the leader of the Department of Health confirmed that the unit had transferred the case file of Mr. Nguyen Van Tai - Director of the Family Planning Center to Thanh Hoa Provincial Police to investigate and clarify the violation.
