After this Lunar New Year of Binh Ngo, Mr. Ban Van Toi, in Bac Quang commune, Tuyen Quang province, will start working in Japan under a 3-year contract with a committed salary of more than 30 million VND/month. For poor households, this is truly a dream number.
Mr. Toi's family is a poor household, living with cows and corn silk all year round, and there is a lack of food before the harvest. In mid-2025, Mr. Toi was introduced by the government to borrow capital to work abroad.
"Many people have gone to the village, but I don't have money, I don't dare to think about it, but recently the state has lent me more than 120 million to go to work abroad. Working hard only takes 1 year to pay off the debt and have money to send back to my wife and children," Mr. Toi shared.
In fact, many workers in poor households, near-poor households, and disadvantaged areas in Tuyen Quang have escaped poverty and have a prosperous life thanks to labor export. In particular, policy credit capital is considered an important support.
Thanks to a credit loan to support labor export, after 5 years of working in Korea, Mr. Quan Van Hung - a poor household in Lam Binh commune, Tuyen Quang province - has had capital to develop the economy.
Mr. Hung said: "Without initial support, it would be impossible to go abroad to work, poor households like mine would have taken more than 100 million to go. After working abroad for several years, I have paid off all my loans and still have money to return home to do farm business. Now my family is out of poverty and well off."
In 2024 alone, the Tuyen Quang Province Social Policy Bank branch allowed 216 borrowers to work abroad with an amount of more than 16 billion VND. Most of these are poor, near-poor and newly escaped poverty households.

According to the Department of Home Affairs of Tuyen Quang province, in the first 10 months of 2025, the whole province sent more than 1,100 workers to work abroad under contracts (the target in 2025 is 1,500 people). In particular, focusing on supporting poor, near-poor and newly escaped poverty households to increase income and escape poverty sustainably.
Mr. To Hoang Linh - Deputy Director of the Department of Home Affairs of Tuyen Quang province said that in the coming time, the Home Affairs sector will continue to closely coordinate with localities and enterprises to effectively implement labor export work.
"Coordinate with localities and relevant agencies to promote propaganda and instruct people to access support policies and preferential loans to help workers from poor and near-poor households who have just escaped poverty to work abroad and increase their income," said Mr. Linh.
Implementing the National Target Program on Sustainable Poverty Reduction, in recent times, Tuyen Quang province has developed a plan to support 100% of workers from poor households, near-poor households, and newly escaped poverty households who need support to connect, consult, orient their careers, provide labor market information, and support to find jobs.
Workers working abroad are supported with access to policy capital, support for training costs, vocational skills training, foreign languages, support for food, living expenses, and accommodation during the training period.
Those timely and effective support have brought thousands of workers from poor, near-poor households, and newly escaped poverty in Tuyen Quang province to work abroad with stable incomes, contributing to limiting the situation of falling back into poverty.
