According to Mr. Nguyen Duy Tan, before August 15, the Department of Home Affairs will submit a plan for the competitive examination of deputy directors of departments for the People's Committee of Ho Chi Minh City to issue and implement.
The six departments, including the Department of Planning and Investment, the Department of Culture and Sports, the Department of Finance, the Department of Information and Communications, the Department of Natural Resources and Environment, the Department of Food Safety, will each hold a competitive examination for one deputy director.
At the same time, Ho Chi Minh City will continue to expand the competitive examination of leadership positions at the department level. It is expected that the competitive examination of leaders at the department and department levels will be completed in the fourth quarter of 2024.
Since the end of 2022, Ho Chi Minh City has organized a competitive examination of 13 leadership positions, management positions at the department level, and equivalent positions at the Department of Traffic Safety, the Department of Education and Training, the Department of Health, the Department of Industry and Trade, the Institute for Research and Development, and the People's Committee of Hoc Mon District.
At the recent conference to review the new policy, Chairman of the People's Committee of Ho Chi Minh City Phan Van Mai evaluated that the competitive examination of leadership positions instead of appointment ensures transparency and fairness in the selection of officials, and helps the city select the right people. The competitive examination has been prepared and organized carefully in each place and has created a premise for expanding the pilot program this year.
Mr. Phan Van Mai requested to continue piloting and expanding the pilot program competitive examination of leadership positions, management positions at the department level, and department level, district level, and ward level in 2024. The Department of Home Affairs will be the standing agency, assisting the People's Committee of Ho Chi Minh City in chairing the competitive examination and completing the draft documents, guidelines, and other necessary documents before August 15.
Regarding the competitive examination of deputy directors of departments, deputy chairmen of districts, Chairman of the People's Committee of Ho Chi Minh City required that the plan for the competitive examination must be approved by the party committee, the standing committee, and the leadership of the unit.
In addition, the city will also expand the pilot program for the positions of directors and deputy directors of state-owned enterprises, public service units at the city level, and public service units of districts and wards.
