Ho Chi Minh City has a new plan for non-specialized workers

Ho Chi Minh City signed contracts with 408 non-specialized commune-level workers to support science and technology development, innovation, and digital transformation.

On May 29, the Ho Chi Minh City People's Committee issued a document agreeing on the policy of allocating 408 personnel targets (sourced from existing non-specialized personnel) to perform the task of supporting science, technology, innovation and digital transformation development in 168 wards, communes, and special zones.

This force arrangement is aimed at maintaining the stability of the grassroots political system, avoiding the collapse of human resources knowledgeable about technology, and at the same time ensuring the progress of Project 06 implementation along with the goals of science, technology development and digital transformation of the City.

The Ho Chi Minh City People's Committee assigned the Department of Home Affairs to preside over and urgently issue detailed guidance for the People's Committees of wards, communes, and special zones on mechanisms, order, and procedures for signing contracts to perform tasks according to regulations.

The Department of Home Affairs is also responsible for ensuring that contract signing is carried out uniformly throughout the City, within its authority and without any violations in the management of civil servants and public employees.

The Department of Finance is assigned to preside over and coordinate with the People's Committees of wards, communes, and special zones to advise competent authorities to consider and supplement appropriate funding sources for implementation. At the same time, guide localities to pay and finalize funds in accordance with the State Budget Law.

Meanwhile, the Department of Science and Technology is responsible for reviewing and clearly identifying the needs for human resource use, job positions, nature of work and the necessity of using the human resources proposed for contract signing.

This Department also plays the role of a focal agency for professional management of forces supporting science, technology, innovation and digital transformation throughout the City.

For wards, communes, and special zones, the Ho Chi Minh City People's Committee requests to base on actual needs to review and sign contracts with personnel who meet the conditions and standards according to current regulations.

After signing the contract, localities will assign appropriate tasks to this force to support the activities of the Party bloc, the Fatherland Front, socio-political organizations and the grassroots government bloc.

According to statistics, Ho Chi Minh City has about 5,017 non-specialized commune-level workers. Of which, about 995 people will be recruited as civil servants and public employees.

For the remaining personnel, the City plans to arrange to participate in work in neighborhoods and grassroots forces; and at the same time resolve regimes and policies for redundant people and support vocational training and job conversion.
