On the morning of May 28, the Ho Chi Minh City Party Committee held a conference to summarize one year of operation of the overall organizational model of the City's political system and the 2-level local government model.
Speaking at the conclusion of the conference, Politburo Member, Secretary of the Ho Chi Minh City Party Committee Tran Luu Quang acknowledged the efforts of localities, departments, and sectors in the process of operating the new model in the past time.
According to the Secretary of the Ho Chi Minh City Party Committee, besides the achieved results, the City still has many difficulties that need to be resolved.
Regarding the organizational structure, Mr. Tran Luu Quang said that Ho Chi Minh City will establish two more party committees including the Party Committee of the university block and the Party Committee of the health agency block to reduce the burden on the Party Committee of Ho Chi Minh City People's Committee.
The city will also establish a development research agency directly under the Standing Committee of the City Party Committee with a scale of about 30 - 40 people, expected to be launched in July, and at the same time ensure that no additional staff is generated.
According to Mr. Tran Luu Quang, with the scale, stature and development requirements today, Ho Chi Minh City needs a specialized department to research and organize the implementation of specific mechanisms and policies.
Ho Chi Minh City will also review and rearrange the contingent of officials. Some officials who have not promoted their capacity in the current agency may be transferred to other more suitable positions. Conversely, those who are capable of research and meet the requirements of new tasks will also be assigned to the development research agency.
The head of the Ho Chi Minh City Party Committee said that the City will review some leadership positions at the City, commune, ward and department and sector levels after one year of operating the new apparatus.
Localities also need to proactively adjust and swap personnel between wards to balance resources and job positions.
Notably, the Secretary of the Ho Chi Minh City Party Committee mentioned Resolution 09 of the Politburo just issued, allowing Ho Chi Minh City to increase a maximum of 20% of the total staff, equivalent to about 14,000 civil servants and 25,000 public employees.
Currently, the City is rearranging the team of non-specialized workers at the commune level. Among about 5,017 people, there are about 995 people who can become civil servants and public employees.
In addition, about 408 information technology professionals will be contracted again in the spirit of Resolution 57.
Ho Chi Minh City Party Secretary noted that the re-recruitment of this team must be carried out carefully, choosing the right people with capacity, avoiding the situation of "trusting".
It is necessary to select talented and capable people, not from this person or that person. If they do not do well, recruitment leaders will be responsible for the operating results of the locality" - Mr. Tran Luu Quang emphasized.
Mr. Tran Luu Quang supports transparent recruitment and testing, creating opportunities for excellent and excellent graduates and experienced people to participate in the public service system.
According to the Secretary of the Ho Chi Minh City Party Committee, in the coming time, the City will not allocate staff in a egalitarian manner between localities. Some places will keep it the same, but some areas will be cut depending on actual needs.
Ho Chi Minh City will also allocate a certain proportion of staff at both the City and commune and ward levels to recruit high-quality personnel, attracting experts to participate in the management and administration apparatus.
