Ho Chi Minh City People's Committee has just issued a plan to review, arrange, arrange and resolve regimes and policies for non-specialized workers (NHĐKCT) at the commune level according to the conclusions of the Politburo and the Secretariat.
According to statistics, currently Ho Chi Minh City has about 5,017 non-specialized commune-level workers working in blocks including: Party block 1,083 people, Fatherland Front 1,172 people, People's Committee 2,414 people and Military Command 348 people.
Based on the current number, the Ho Chi Minh City People's Committee proposes that commune-level People's Committees, specialized agencies and public non-business units implement 6 plans to arrange, arrange and resolve appropriate regimes for this team.
Taking into office as a civil servant
According to the first option, the commune-level People's Committee will review the standards and conditions according to the job position requirements to carry out procedures for receiving NHĐKCT to become civil servants according to regulations and decentralized authority.
The reception must ensure that the total number of cadres and civil servants after arrangement does not exceed the staffing orientation as prescribed in Official Dispatch No. 09/CV-BCĐ and is completed before May 31, 2026.
Taking into office as a civil servant
Regarding the plan to receive and become civil servants, the commune-level People's Committee will base on Directive No. 21/CT-TTg dated May 20, 2026 of the Prime Minister and related regulations to review the number of civil servants who are still lacking, and develop a plan to receive NHĐKCT to work in public non-business units.
After being approved for recruitment policy by competent authorities, localities will immediately implement the receiving process, ensuring completion before May 31, 2026.
Signing contracts according to current regulations
The Ho Chi Minh City People's Committee also allows specialized agencies, administrative agencies and commune-level People's Committees to base on the demand for human resources according to job positions to propose signing labor contracts with NHĐKCT.
The signing of the contract will be carried out in accordance with the provisions of Decree No. 173/2025/ND-CP, Decree No. 111/2022/ND-CP of the Government and the guidance of the Ho Chi Minh City People's Committee and the Department of Home Affairs.
Arrange participation in work in neighborhoods, grassroots forces
Another option is to mobilize and encourage NHĐKCT to continue participating in work in neighborhoods, hamlets, villages, residential areas; grassroots security forces or standing militia forces.
Ho Chi Minh City encourages arranging this force to take on positions that are still lacking personnel to ensure operations at the grassroots level according to regulations.
Resolving regimes and policies for redundant people
For cases of termination of work, commune-level People's Committees will develop and organize the implementation of plans to resolve regimes and policies according to Decree No. 154/2025/ND-CP of the Government and Decision No. 2261/QD-UBND dated April 29, 2026 of Ho Chi Minh City People's Committee.
Policy settlement must be completed synchronously with the process of arranging neighborhoods, hamlets, villages, and residential areas before June 30, 2026.
In addition, the Department of Home Affairs will take the lead in coordinating with relevant departments and branches to advise the Ho Chi Minh City People's Committee to submit to the Ho Chi Minh City People's Council a gratitude policy for surplus NHĐKCT, based on the city's budget balancing capacity. This content should be completed before May 31, 2026.
Supporting vocational training and job conversion
According to the plan, Ho Chi Minh City will also implement a vocational training plan and support job conversion for NHĐKCT.
Specifically, the city will support vocational training according to Resolution No. 28/2025/NQ-HĐND, to be completed in 2026.
In addition, localities will survey and assess the job conversion needs of NHĐKCT to organize thematic job exchanges, supporting this force to access businesses with recruitment needs suitable to their expertise, capacity and work experience.
