The Ho Chi Minh City People's Council has just issued Resolution No. 54/2025/NQ-HDND, stipulating the criteria for establishing a Security and Order Protection Team, the number of members, the level of support, compensation and costs for forces participating in security and order protection at the grassroots level in the city.
According to the Resolution, participants in this force will be supported with 100% of the amount of voluntary social insurance contributions above the regular monthly support level. Specific regular monthly support levels are as follows:
Team leader: 6.5 million VND/person/month
Deputy Head of the Group: 6.3 million VND/person/month
Team member: 6 million VND/person/month
The voluntary social insurance contribution rate is calculated on the basis of 22% of the monthly support level. In addition, forces participating in protecting security and order at the grassroots level will also be supported with 100% of annual health insurance premiums, including new participants.
The Ho Chi Minh City People's Committee said that after the merger, the city has 5,947 Security and Order Protection Teams with more than 20,600 members. It is expected that regular support expenditure will be about VND 1,543 billion/year; Voluntary social insurance payment support expenditure will be VND 340 billion/year and health insurance will be VND 26 billion/year for the entire force. The level of support for social insurance and health insurance contributions for new subjects is expected to be 366 billion VND/year.
In addition, if a person participating in this force has not participated in social insurance or health insurance but is sick, has an accident or dies while performing his/her duties, he/she will be:
Receive medical examination and treatment costs according to the health insurance level.
Support for daily meals of VND 70,000/person/day during inpatient treatment.
Relatives are entitled to a one-time death benefit and a funeral fee equal to 10 times the reference level according to the social insurance law in the month of the person participating in the force who died.
