On September 22, at the 5th session (specialized session), the 11th Ho Chi Minh City People's Council approved 4 urban embellishment projects in the South bank of Doi canal area, belonging to old District 8, using state budget funds.
The projects have a total investment of about 49,000 billion VND, of which compensation, support and resettlement costs are more than 39,800 billion VND, accounting for about 81% of the total capital.
According to the approved plan, about 49.2ha of land will be recovered, affecting 6,161 cases. Of which, 5,807 cases must be completely cleared, and the rest partially cleared. After completing site clearance, the projects will build about 8.8km of embankment along the south bank of Doi canal, and at the same time expand Pham The Hien road to 30m.
Some important traffic projects have also been invested such as Mat bridge, Hiep An bridge, Ba Tang bridge and D7, D8 roads in sections.
Previously, Ho Chi Minh City had implemented the project to renovate the North bank of Doi canal with a total investment of more than 7,300 billion VND from the budget, affecting more than 1,600 households.
When projects on both banks are completed, the Doi canal is expected to form a spacious urban space, synchronously connecting the transportation system and infrastructure on both banks.
According to Mr. Tran Quang Lam - Director of Ho Chi Minh City Department of Construction, in the period 2025-2030, the city identifies the implementation of 115 urban embellishment projects in 53 wards and communes, with a relocation scale of about 41,540 houses along rivers, canals, and ditches.
The total estimated investment capital of 115 projects is about 396,803 billion VND. Of which, 70 projects using public investment capital have a total investment of about 232,770 billion VND; 45 projects mobilize about 166,033 billion VND from socialization sources and public-private partnership (PPP) methods.
According to the Ho Chi Minh City Department of Construction, through surveys, about 60% of households have a need to receive compensation at market prices to take care of their own accommodation. Nearly 40% (equivalent to 15,285 units/plot) have a need to be resettled. To meet this need, Ho Chi Minh City plans to arrange resettlement housing funds in 45 projects, with a total scale of about 17,668 apartments/plots.
According to Mr. Tran Quang Lam, because many houses along canals and ditches do not meet the conditions for land compensation due to encroachment, Ho Chi Minh City applies a special mechanism allowing the use of social housing for resettlement arrangement according to Resolution 201/2025/QH15 and Decree 192/2025/ND-CP. Social housing is exempt from land use fees, thereby helping to reduce costs and be more suitable for people's financial capacity.

At the 5th session, the 11th Ho Chi Minh City People's Council passed 38 resolutions, including 24 resolutions concretizing and implementing the Law on Urban Development, related to planning, space organization, infrastructure, TOD, underground space, land, public assets, environment, science - technology, health, education and social security.
Chairman of Ho Chi Minh City People's Committee Nguyen Van Duoc said that he will urgently implement resolutions, clearly define tasks, presiding agencies, deadlines and responsibilities of heads. The city also continues to review and complete the contents of implementing the Urban Development Law to submit at the next session.
In the last 3 months of the year, Ho Chi Minh City will focus highly on completing the 2026 targets, striving for GRDP growth of over 10%, budget revenue exceeding 1 million billion VND and disbursement of 100% of the public investment plan.
