The Ho Chi Minh City People's Committee has just requested departments, agencies, branches, and localities to strengthen propaganda on regulations on the management of unmanned aerial vehicles, other aircraft and no-fly zones, and restricted fly zones.
According to the Ho Chi Minh City People's Committee, recently in the area of Tan Son Nhat International Airport and surrounding areas, there has been a situation of unmanned aerial vehicles, flycams, and drones operating illegally.
Some cases of people flying large kites, installing flashlights at night, pose a risk of affecting aviation safety, national defense and security in the area.
The Ho Chi Minh City People's Committee requests agencies and units to promote propaganda to help people understand the regulations when using unmanned aerial vehicles and other aircraft. Users must proactively look up information about no-fly zones, restricted no-fly zones and related conditions before organizing flight operations.
Notably, unmanned aerial vehicles that are subject to a flight permit must be licensed by a competent authority before operating. The city requests clear propaganda on cases where unmanned aerial vehicles with a take-off weight of 0.25kg (250g) or more are subject to a flight permit according to regulations.
People are not allowed to arbitrarily control drones, flycams or other aircraft into no-fly zones, restricted-fly zones or carry out flight activities when they do not fully meet the conditions according to regulations.
People's Committees of communes, wards, and special zones are required to strengthen propaganda and mobilize people not to fly large kites, kites with lights attached, luminous objects or objects that may be dangerous to aviation activities, especially in the vicinity of Tan Son Nhat airport.
The city also requires people not to use laser lights or high-intensity light sources shining towards the aircraft, especially when the aircraft takes off and lands, to prevent the risk of affecting the flight crew and aviation operations.
For cultural, artistic, festival, sports and mass gathering events, local authorities must guide organizations and individuals not to use laser lights, high-power projectors or lighting equipment to create space effects in a direction that may affect, obstruct or threaten flight safety.
When detecting unmanned aerial vehicles, other flying vehicles, kites or activities using light sources showing signs of causing aviation, national defense, and security unsafety, people are required to promptly notify military agencies, police or functional agencies for inspection and handling.
According to the Ho Chi Minh City People's Committee, the Police force and the Military Command at the commune level are responsible for receiving feedback, grasping the situation and inspecting and verifying cases with signs of violations. In cases beyond their authority or of complex and urgent nature, they must promptly report to competent authorities for coordination in handling.
