According to Mr. Bui Thanh Tan - Director of Ho Chi Minh City Urban Infrastructure Construction Investment Project Management Board (investor), the project needs to recover more than 5.85 hectares in Wards 8, 9, 10, 11, 12. , 14.
There are about 1,633 cases that need to be cleared, of which 1,023 cases have been cleared.
District 8's Compensation and Clearance Board is carrying out the work of measuring, counting, and collecting legal documents for affected cases.
Mr. Bui Thanh Tan said that previously, when approved, the project to renovate the North bank of Doi Canal had a compensation and resettlement budget of about 3,500 billion VND.
However, when applying the new compensation price according to the Land Law 2024, the capital used to pay and support people is expected to increase to more than 6,000 billion VND (an increase of 2,485 billion VND).
Therefore, the investor has proposed that the Ho Chi Minh City Department of Construction coordinate with relevant parties to appraise and advise the city to adjust the project.
Previously, based on the Land Law 2024, the Department of Natural Resources and Environment of Ho Chi Minh City proposed that the People's Committee of Ho Chi Minh City consider and approve the compensation, support, and resettlement policy for land recovery and house relocation projects. along canals. According to this proposal, households with houses and land along canals and canals formed due to encroachment will not receive compensation but will receive increased support compared to before (15-40%).
In case the land was used before July 1, 2014, support will be equal to 70% of the residential land compensation price. This level of support is applied uniformly regardless of partial or complete withdrawal. Cases after July 1, 2014 are not supported. The land area for calculating support is the land area with houses, buildings, and structures.
Resettlement policies are also proposed in a direction that is more beneficial to people than before. Accordingly, households will have their entire house and residential land revoked but are not eligible for compensation for residential land. Depending on the case, they can be resettled with land or social housing .
The Department of Natural Resources and Environment also proposed that the Ho Chi Minh City People's Committee apply regulations so that households with houses and land along canals will be supported with enough money to buy a minimum resettlement rate. In addition, households are also asked to support installment payments for houses in the resettlement area for a maximum period of 15 years.
According to sociological survey results, the project to renovate the North bank of Doi Canal has 443 cases agreeing to accept resettlement, 123 cases have no comments.
District 8 plans to arrange 17 plots of land in Phu Dinh River Port residential area, Hong Quang residential area, and Bong Sa resettlement area. At the same time, resettlement will be arranged in apartments at 481 Ben Ba Dinh apartment building, Hung Phat social housing area, Riverside Apartment high-rise apartment building.
According to plan, the project will complete compensation payments this year, starting in 2025. The project will be completed in 2028, helping to beautify the urban area, reduce pollution and contribute to tourism development and traffic connection. .
