Ho Chi Minh City cooperates with businesses under the Ministry of Public Security to research and transfer technology, towards gradually mastering the core technologies of the Metro system.

On the afternoon of July 17, the Urban Railway Management Board (MAUR) and Global Telecommunications and Technology Corporation (GTEL, under the Ministry of Public Security) held a signing ceremony for a memorandum of understanding on cooperation in researching system integration and receiving technology transfer in the field of urban railways.

The agreement aims to establish a strategic cooperation framework between the two units in researching system integration, receiving and transferring technology, and gradually building capacity to master core technologies to serve the development of the Ho Chi Minh City Metro network.

In the immediate future, the two sides will focus on researching and deploying on Metro Line No. 2 (Ben Thanh - Tham Luong) and urban railway projects in the 2026 - 2030 period.

Cooperation content includes research, reception and mastery of technologies belonging to many important subsystems such as information, signal, electrical, electromechanical (E&M), SCADA, Operations Center (OCC), automatic toll collection system (AFC) and railway gate barrier (PSD).

In parallel, MAUR and GTEL will promote technology transfer, human resource development and capacity building for domestic enterprises to gradually participate more deeply in the urban railway sector.

The two sides will also coordinate in researching and applying modern technologies such as artificial intelligence (AI), Digital Twin, BIM, GIS, IoT, Big Data, electronic identification (eID) and many digital technology solutions to improve the efficiency of management, operation and maintenance of the system. The long-term goal is to build an integrated Operation Center for the entire Metro HCMC network.

Through the cooperation program, MAUR and GTEL expect to form a team of Vietnamese experts, engineers and businesses with sufficient capacity to participate in designing, system integration, operation and maintenance of Metro lines in the future.

Speaking at the signing ceremony, Colonel Luong Duc Minh - Chairman of GTEL - affirmed that the enterprise will accompany MAUR in research, system integration and technology transfer, promoting the strengths of digital technology and telecommunications to improve the efficiency of management and operation of the urban railway system, and gradually build domestic technological capacity.

Mr. Phan Cong Bang - Head of the Urban Railway Management Board - said that Ho Chi Minh City is promoting the development of the Metro network with the goal of completing about 200 km of urban railway by 2030.

According to Mr. Bang, investing in Metro is not only about building infrastructure but also towards mastering technology, mastering data and developing endogenous capacity. The cooperation between MAUR and GTEL will contribute to the formation of an urban railway technology ecosystem gradually mastered by Vietnamese businesses.

Vice Chairman of Ho Chi Minh City People's Committee Hoang Nguyen Dinh said that from now to 2030, the city aims to complete 6 Metro lines with a total length of about 200 km, with a total investment of more than 20 billion USD.

According to Mr. Hoang Nguyen Dinh, technology localization is a consistent goal to reduce maintenance and warranty costs and ensure security for key national infrastructure projects.

The city will continue to create conditions for research, technology transfer and railway industry development activities to be effectively implemented, towards building a modern, smart and sustainable public transport system.
