On February 2nd, the Ho Chi Minh City Department of Construction issued a plan to inspect the work of re-establishing the road surface and clearing barriers to serve the people of Ho Chi Minh City to welcome the Binh Ngo Lunar New Year 2026.
The inspection team consists of 19 members, headed by Mr. Do Ngoc Hai - Head of the Department of Maintenance Management and Traffic Works Exploitation. The inspection time takes place from February 4 to February 12.
The goal of the inspection is to serve the people of Ho Chi Minh City to celebrate the Binh Ngo Lunar New Year 2026 in a joyful, healthy, and safe atmosphere; and at the same time ensure traffic order and safety, limit traffic congestion and accidents during the peak Tet holiday.
The inspection team will review the compliance with regulations on road excavation construction, focusing on fully installing traffic signs around barriers, construction information boards, construction site warning lights; replace damaged and torn barriers that do not ensure traffic safety and urban aesthetics; ensure safety barriers at deep holes.
At the same time, the inspection team checked the restoration of the road surface in accordance with regulations at the completed locations, the construction site's sanitation situation, the arrangement of traffic control forces in the areas of barriers occupying the road surface, and other safety measures.
For barrier positions that must be dismantled before February 10, 2026 (December 23rd of the lunar calendar), construction units are responsible for cleaning up the construction site area, restoring all road sections under construction, ensuring traffic safety, smooth road surface and urban aesthetics.
For barrier positions that have been cleared but have not been restored to the road surface, the Department of Construction assigns the Ho Chi Minh City Traffic Management and Technical Infrastructure Center, the Urban Traffic Management and Operation Center (according to management decentralization) to organize the restoration first. Construction units must pay all related costs; in case of non-implementation, the Department of Construction will revoke the permit and will not consider issuing a construction permit in the near future.
For locations requesting the existence of barriers during the Binh Ngo Lunar New Year 2026, the inspection team will assess traffic safety and electrical safety conditions; request to reduce construction site barriers to the permitted size, repair or replace degraded items, ensure environmental sanitation and urban aesthetics.
Units are not allowed to set up barriers just to gather materials and not affect people's travel and daily life during Tet.
The Ho Chi Minh City Department of Construction also emphasized that it will coordinate to penalize and enforce dismantling for construction units that do not comply with regulations.
Investors are required to prepare complete dossiers and related documents; direct the supervision consulting unit and the construction contractor to be present at the construction site when the inspection team comes to work.
