Ho Chi Minh City - After a passenger car fire on National Highway 1 through Dong Nai City that killed 7 people, Ho Chi Minh City directed to check the working hours, conditions, and health of drivers.

Ho Chi Minh City People's Committee has just issued an official dispatch requesting to strengthen inspection of road transport activities to ensure traffic order and safety and improve the efficiency of passenger transport management by cars.

This move was made after the Nam Lu passenger car fire on National Highway 1 through Dong Nai City on July 21, killing 7 people.

The Ho Chi Minh City Department of Construction is assigned to continue to monitor and promptly report the results of surprise inspections of compliance with regulations on business and business conditions for transportation.

At the same time, the Department of Construction must effectively implement the 2026 inspection plan; coordinate with the Ho Chi Minh City Police and the Commune People's Committee to review and supplement surprise inspections for units showing signs of violations, especially the situation of picking up and dropping off passengers not in accordance with regulations.

Along with that, the city requests to promote the application of information technology, connect transport management data, including data on administrative violations of transport business vehicles to improve monitoring efficiency.

The Ho Chi Minh City People's Committee assigned the City Police to direct functional forces to strengthen inspection of compliance with regulations in passenger transport activities.

The inspection content focuses on working hours, driver's health conditions, data exploitation from journey monitoring devices, driver image recording devices; and strictly handle violations according to regulations.

The Traffic Police Department is required to coordinate with the commune-level People's Committee to develop a thematic plan to inspect and handle passenger transport activities under contracts but organize picking up and dropping off passengers not in accordance with regulations at headquarters, branches, representative offices or other fixed locations.

The list of violations will be transferred to the Department of Construction to coordinate the inspection of transport business conditions.

In addition, the Department of Culture and Sports is assigned to strengthen inspection and handling of fake websites, disguised advertisements on social networks and websites to sell tickets, book seats or organize fixed routes in the form of contract cars.

The tax authority is also required to review and provide information about transport units that are not registered for tax or do not declare taxes to coordinate handling and revocation of transport business licenses and vehicle badges according to regulations.

Previously, at about 2 am on July 21, Nam Lu passenger car running from Khanh Hoa to Ho Chi Minh City caught fire on National Highway 1, passing through Dong Nai City, killing 7 people and injuring 6 others.

According to initial investigation results, the cause of the accident was identified as the driver falling asleep causing the accident.

After the incident, the Ho Chi Minh City Department of Construction checked the vehicle's operating data and discovered signs of violations of regulations on transport business.

According to the Department of Construction, the car departed from the business representative office in Khanh Hoa and is expected to drop off passengers at the company representative office at 454 Le Hong Phong, Vuon Lai ward, Ho Chi Minh City.

This activity is not consistent with Decree 158/2024/ND-CP, which stipulates that contract cars are not allowed to pick up and drop off passengers at the head office, branch or representative office of transport business units.

On that basis, the Department of Construction determined that the vehicle showed signs of violating regulations on passenger transport business by car and issued Decision No. 2267/QD-SXD-KTCN to conduct a surprise inspection of the compliance with regulations on business and conditions for transport business for Nam Lu Transport Trading and Service Co., Ltd.
