According to the Ho Chi Minh City People's Committee, in the Ho Chi Minh City Planning for the period 2021 - 2030, with a vision to 2050, approved by the Prime Minister, the potential metro line from the city center to Can Gio district (route No. 12) has been identified.
This metro line is about 48.7 km long, starting from Nguyen Van Linh Street (the section between the intersection with Nguyen Thi Thap Street and Ly Phuc Man Street, Binh Thuan Ward, District 7), passing through Nguyen Luong Bang - Rung Sac axes and ending at the 39-hectare land adjacent to Can Gio Sea- encroached Urban Tourism Area (Long Hoa Commune, Can Gio District).
The project to adjust the general planning of Ho Chi Minh City to 2040, with a vision to 2040, has also updated and supplemented this metro line and is currently being appraised by the Ministry of Construction and submitted to the Prime Minister for approval.
In March 2025, Vingroup Corporation sent a document to the Ho Chi Minh City People's Committee, proposing to invest in the entire metro line under the form of public-private partnership (PPP), BOO contract (build - own - operate).
The total estimated investment is about VND102,370 billion (equivalent to USD4.09 billion). According to the proposal, Vingroup will use its own capital and mobilize additional capital from other legal sources to implement the project.
Vingroup Corporation hopes to start investment preparation in 2025, including preparing and completing a pre-feasibility study report, submitting it to competent authorities to include in the urban railway development plan and approving the investment policy.
The project aims to start construction in 2026, complete construction, trial operation and handover in 2028.
According to the preliminary report, this metro line is oriented as a high-speed urban railway line, designed with double track, standard gauge 1,435 mm, running entirely on elevation, with a maximum speed of up to 250 km/h.
Travel time from Phu My Hung area (District 7) to Can Gio coastal urban tourism area only takes about 16 minutes.
The route is expected to have two depots (maintenance and operation stations) located in District 7 and Long Hoa commune (Can Gio district). When completed, the metro line is capable of serving 30,000 to 40,000 passengers per hour in each direction.
However, the Ho Chi Minh City People's Committee said that this metro line is not currently included in the list of urban railway projects attached to Resolution 188/2025/QH15 of the National Assembly, on piloting a number of specific mechanisms and policies, especially to develop the urban railway system in Hanoi and Ho Chi Minh City.
However, according to Point c, Clause 2, Article 10 of this Resolution, the Government is allowed to adjust the project list based on local proposals.
Therefore, the Ho Chi Minh City People's Committee has proposed that the Prime Minister agree on the policy of adding the Can Gio metro line to the project list with Resolution 188/2025/QH15.
At the same time, the city proposes to assign Ho Chi Minh City People's Committee to coordinate with the Ministry of Construction to urgently complete the dossier and report to the Government to approve the addition of this metro line to the list of projects attached to Resolution 188/2025/QH15.
