The information is stated in the report of the Ho Chi Minh City Department of Construction sent to the Ministry of Construction on the results of implementing Decision No. 876/QD-TTg dated July 22, 2022 of the Prime Minister approving the Action Program on green energy transition, reducing carbon and methane emissions of the transport sector.
According to the Ho Chi Minh City Department of Construction, the Vehicle Emission Control Project has completed key research contents, including building a roadmap for vehicle conversion; proposing policies to support the transition from fossil fuel vehicles to electricity and green energy; and at the same time, researching the establishment of low-emission zones (LEZs) in the city center, Con Dao special zone and Can Gio area.
Conversion policies are built for many groups of vehicles such as buses, taxis, technology vehicles, contract vehicles, passenger cars, trucks, personal vehicles as well as vehicles belonging to administrative agencies, state-owned enterprises and private enterprises in Ho Chi Minh City.
Currently, the project is being completed to gather broad opinions from people, experts, scientists, transport businesses, and relevant departments, branches and units.
It is expected that the Department of Construction will complete the procedures to report to the Ho Chi Minh City People's Committee and submit it to the Ho Chi Minh City People's Council for approval in the third quarter of 2026. Previously, according to the plan, the project will be submitted to the Ho Chi Minh City People's Committee in March and submitted to the City People's Council in the second quarter of 2026.
According to the latest research plan, Ho Chi Minh City proposes to establish a low-emission zone (LEZ) within Ring Road 2, limited by the following routes: Do Muoi - Le Duc Anh - Le Kha Phieu (Old National Highway 1) - Nguyen Van Linh - Phu My bridge - Vo Chi Cong - Nguyen Thi Dinh - Dong Van Cong - Mai Chi Tho - Vo Nguyen Giap - Hanoi Highway.
In the low-emission area, the city plans to apply a roadmap for emission control and vehicle conversion in stages.
From 2027, all buses operating in the LEZ area must use electricity or green energy.
From 2028, taxis, contract cars, trucks and private cars circulating in the area must meet emission standards of level 4 or level 5 depending on the type of vehicle.
For motorbikes, from 2029, vehicles circulating in low-emission zones must meet emission standards of level 4 or higher.
Stepping into 2030, Ho Chi Minh City will continue to tighten regulations for vehicles using internal combustion engines, while promoting the transition to electric vehicles, hybrid vehicles and vehicles using green energy.
According to the proposed roadmap, by 2035, all vehicles operating in low-emission zones will use electricity or green energy.
Further, the city aims that by January 1, 2040, all vehicles in Ho Chi Minh City will switch to using electricity or green energy, towards building a low-emission and sustainable transportation system.
Currently, Ho Chi Minh City has 1,649/2,432 electric or green-energy buses, accounting for about 67.8% of the total number of operating buses.
In the taxi sector, there are 17,375/19,061 electric vehicles, reaching more than 91%.
For motorbikes participating in passenger transport, the number of electric vehicles reached 25,021/88,742 vehicles, equivalent to about 29%.
The city currently has 77,910 cars, of which 81,718 are electric vehicles, accounting for 10.6%.
The total number of motorbikes in the area is 11,541,055 units, but electric motorbikes only reached 175,148 units, equivalent to about 1.5%.
