Gasoline motorbikes may be restricted from entering Ho Chi Minh City center from 2029

Ho Chi Minh City - Motorbikes circulating in the center of Ho Chi Minh City are expected to meet emission standards of level 4 or higher from 2029 and will be completely banned from January 1, 2035.

The Ho Chi Minh City Department of Construction has just organized a report on the research results of the Green Transition Project in the field of transportation in the city to consult opinions from businesses, experts and some localities.

According to the proposal, the area inside the existing truck restriction zone is proposed to be selected as a low-emission zone (LEZ) - where the emission control roadmap and vehicle conversion to electricity and green energy will be applied.

The scope of low emission zones is located in the ring road of Do Muoi - Le Duc Anh - Le Kha Phieu (old National Highway 1) - Nguyen Van Linh - Phu My bridge - Vo Chi Cong - Dong Van Cong - Mai Chi Tho - Vo Nguyen Giap - Hanoi Highway.

For motorbikes and mopeds of individuals and organizations, from January 1, 2029, 100% of vehicles circulating in the area must meet emission standards of level 4 or higher. By January 1, 2035, all motorbikes circulating must use electricity or green energy forms.

For private cars and cars of non-business transport organizations, from January 1, 2028, vehicles must meet emission standard level 4; from January 1, 2030, it will be raised to level 5. By January 1, 2035, all vehicles must switch to using electricity or green energy.

For two-wheeled technology vehicles carrying passengers and goods, they will have to be completely converted to electric vehicles or vehicles using green energy from January 1, 2028.

For trucks, from January 1, 2028, trucks with a carrying capacity of up to 1 ton must use electricity or green energy. The remaining trucks are only allowed to circulate in the time frame from 10 pm to 6 am the next day and must meet emission standard level 4.

From January 1, 2030, the emission requirement for the remaining trucks will be raised to level 5. By 2035, all trucks circulating in the area must use electricity or green energy.

For taxis, from January 1, 2028, all vehicles must meet emission standard level 5. From January 1, 2030, all taxis must switch to using electricity or green energy.

For contract cars with fewer than 9 seats, from 2028, vehicles must meet emission standard level 5. From 2030, vehicles must use electricity, green energy or hybrid vehicles. Vehicles using fossil fuels, even if they meet emission standard level 5, are only allowed to circulate in the time frame from 10 pm to 6 am the next day. By 2035, all vehicles must switch to using electricity or green energy.

For contract cars with 10 seats or more and passenger cars, from 2028, vehicles meeting emission standard level 4 will be allowed to circulate according to the sign system. Vehicles that do not meet standards are only allowed to operate from 10 pm to 6 am the next day.

From 2030, vehicles must meet emission standard level 5 to be able to circulate normally. The remaining vehicles are only allowed to operate at night and must meet at least emission standard level 4. By 2035, all passenger cars and contract cars must use electricity or green energy.

Inter-provincial buses are proposed to be converted as soon as possible. Accordingly, from January 1, 2027, 100% of inter-provincial buses operating in the area must be electric vehicles or green and environmentally friendly energy vehicles.

According to Decision 13/2026/QD-TTg, from July 1, 2027, Hanoi and Ho Chi Minh City will begin to apply the emission control roadmap for motorbikes and mopeds according to levels from level 1 to level 4.

For motorcycles, level 1 applies to vehicles manufactured or imported before 2008; level 2 applies to vehicles manufactured or imported from 2008 to 2016; level 3 applies to vehicles manufactured or imported from 2017 to June 30, 2026; level 4 applies to vehicles manufactured or imported from July 1, 2026 onwards.

For motorbikes, only emission levels 1, 2 and 4 are applied, not level 3 like motorbikes. Specifically, level 1 applies to vehicles manufactured or imported before 2016; level 2 applies to vehicles manufactured or imported from 2017 to June 30, 2027; level 4 applies to vehicles manufactured or imported from July 1, 2027 onwards.
