Ho Chi Minh City proposes a roadmap to convert all gasoline and oil vehicles to electric vehicles in Con Dao and Can Gio, and at the same time introduces many support policies for people.

The Ho Chi Minh City Department of Construction has just organized a report on the research results of the Green Transition Project in the field of transportation in the city to consult opinions from businesses, experts and some localities.

According to the proposal, the Con Dao Special Zone and Binh Khanh, An Thoi Dong, Can Gio and Thanh An communes (formerly belonging to Can Gio district) will have their own roadmap for converting electric vehicles and green energy, suitable to the specific conditions of each region.

Currently, out of a total of about 12.82 million vehicles being managed in Ho Chi Minh City, Con Dao Special Zone has 9,656 motorbikes and 717 cars. The areas of Binh Khanh, An Thoi Dong, Can Gio and Thanh An communes have 34,167 motorbikes and 2,604 cars.

Con Dao completes motorbike conversion in 2027

According to the proposal, from January 1, 2027, all buses operating in Con Dao must use electricity or green energy.

For motorbikes and mopeds, complete the conversion to electric vehicles and green energy before June 1, 2027.

Cars must also complete conversion before December 31, 2027, except for trucks with a tonnage of over 1 ton and specialized vehicles.

By January 1, 2030, 100% of road vehicles circulating in the Con Dao Special Zone must be vehicles using electricity or green energy.

Can Gio completes car and motorbike conversion in 2030

For Binh Khanh, An Thoi Dong, Can Gio and Thanh An communes, from January 1, 2027, all buses in circulation must use electricity or green energy.

From January 1, 2030, all types of cars and motorbikes of individuals, households and transport business vehicles must complete the conversion to electric or green-energy vehicles, except for trucks with a tonnage of over 1 ton and specialized vehicles.

By January 1, 2035, 100% of road vehicles circulating in these communes must be vehicles using electricity or green energy.

Proposal to support up to 100% of the value of electric motorbikes in Con Dao

Because Con Dao is an isolated area, with high requirements for ecological environmental protection and needs to be converted soon, the project proposes a special support mechanism with higher incentives than other localities.

For individuals, households, and people converting from gasoline motorbikes to electric motorbikes, 100% of the vehicle value is supported along with registration fees, registration fees and license plate issuance - equivalent to about 20 million VND per vehicle.

For cars with fewer than 9 seats of individuals and households, the expected support level is 10% of the car value - equivalent to about 52.9 million VND per car.

For transport businesses, taxis and contract cars with fewer than 9 seats are supported with about 15% of the car value - equivalent to 79.35 million VND per car.

Passenger cars and contract cars with 10 seats or more are supported with about 5% of the car value - equivalent to 155 million VND per car.

Businesses converting trucks to electric or green energy vehicles are supported with about 15% of the vehicle value - equivalent to 97.3 million VND per vehicle.

Can Gio people are supported with registration fees when switching to electric vehicles

In Binh Khanh, An Thoi Dong, Can Gio and Thanh An communes, the proposed support level is lower.

Specifically, people converting motorbikes to electric vehicles will be supported with registration fees and registration fees, new license plate issuance fees, equivalent to about 1.77 million VND per vehicle.

For cars with fewer than 9 seats, taxis, and contract cars with fewer than 9 seats, the city plans to support registration fees and new license plate issuance of about 14 million VND per vehicle.

Passenger cars with 10 seats or more and trucks are supported with about 10 million VND per vehicle to carry out registration and license plate issuance procedures when converting to electric or green energy vehicles.
