In order to complete the Project on controlling emissions of vehicles and build a roadmap for transitioning to electric and green-energy vehicles, the Ho Chi Minh City Public Transport Management Center is deploying to widely collect opinions from city residents.
The Public Transport Management Center said that the Project on controlling emissions of vehicles in the city is one of the key tasks to concretize specific mechanisms and policies, while promoting the development of a green and sustainable transportation system.
The project is currently finalized in the final stage with many important contents such as building a roadmap for converting vehicles using gasoline and oil to electricity and green energy; proposing policies to support people and businesses in the transition process; researching emission control solutions and zoning vehicle management in appropriate areas.
To ensure that policies are practical, highly feasible and receive social consensus, the Public Transport Management Center is implementing a program to consult people's opinions on the contents of the project.
Through surveys, people can directly contribute opinions, propose solutions suitable to current vehicle use needs, and share their wishes and expectations about policies to support the transition to electric vehicles and green energy in the coming time.
The opinion poll is conducted entirely online and lasts until the end of June 12, 2026.
According to the latest plan, Ho Chi Minh City proposes to build a low-emission zone (LEZ) within Ring Road 2. This area is limited by the roads Do Muoi - Le Duc Anh - Le Kha Phieu (old National Highway 1) - Nguyen Van Linh - Phu My bridge - Vo Chi Cong - Nguyen Thi Dinh - Dong Van Cong - Mai Chi Tho - Vo Nguyen Giap - Hanoi Highway.
In this area, the city plans to apply a roadmap for emission control and vehicle conversion in stages.
Specifically, from 2027, all buses operating in the LEZ area must use electricity or green energy.
By 2028, taxis, contract cars, trucks and private cars circulating in the area must meet emission standards of level 4 or level 5, depending on the type of vehicle.
For motorbikes, from 2029, vehicles circulating in the LEZ area must meet emission standards of level 4 or higher.
From 2030, the city will continue to tighten regulations for vehicles using internal combustion engines, while promoting the transition to electric vehicles, hybrid vehicles and vehicles using green energy.
According to the proposed roadmap, by 2035, all vehicles operating in low-emission zones will use electricity or green energy.
Ho Chi Minh City sets a target that by January 1, 2040, all vehicles in the city will use electricity or green energy.
