Ho Chi Minh City undergrounds Ton Duc Thang street, builds an underground commercial center and parking lot

Ho Chi Minh City will underground a part of Ton Duc Thang street, build parking lots and underground commercial centers, and expand public space along the Saigon River.

The People's Committee of Ho Chi Minh City has just submitted to the People's Council of Ho Chi Minh City a decision on the investment policy for the project "Ben Nha Rong - Khanh Hoi Cultural Park and Ben Bach Dang public green trees" in the form of public-private partnership (BT contract).

The project is expected to be considered and approved at the third session of the 11th Ho Chi Minh City People's Council, term 2026 - 2031, taking place from June 19 to June 20.

The project is divided into two key areas:

Ben Nha Rong - Khanh Hoi area (Ben Nha Rong): Construction of Ben Nha Rong Cultural Park. Renovation of Saigon Port headquarters building into offices, exhibition and artifact storage space, press conference room, event organization, library.

Investing in restoring the Amiral Latouche Tréville ship model (with functions of display, sightseeing, service, and towing on the river).

Building green landscape spaces, cultural, sports, architectural, artistic, service and auxiliary works; tourist train passenger terminal; parking basement; renovating existing steel houses and warehouses.

Expanding Nguyen Tat Thanh street to 8 to 10 lanes; building Hoang Dieu underpass; building new Tan Thuan 1 bridge (6 lanes); expanding Tan Thuan 2 bridge to 8 lanes; expanding Huynh Tan Phat road, the existing section from Tan Thuan 1 bridge to Luu Trong Lu street; expanding the access road from Tan Thuan 2 bridge to Nguyen Van Linh street.

Bach Dang Wharf area (Bach Dang Wharf): Undergrounding a part of Ton Duc Thang street; building an underground parking lot and an underground commercial center; expanding the riverbank and riverside embankment system; renovating the entire riverside landscape including a green park, a pier floor and a scenic viewing floor.

The preliminary total investment of the project is about 29,317 billion VND, implemented according to the construction - transfer (BT) contract. The payment method includes land fund and city budget.

The value of the land fund paid is about 19,095 billion VND. The Ho Chi Minh City budget paid about 10,222 billion VND (only implemented after completing payment with the land fund).

The project is phased into 5 components:

Component 1: Construction of Ben Nha Rong cultural park (11 ha), total investment of about 3,999 billion VND.

Component 2: Landscape renovation of Khanh Hoi area (16.3 ha), about 4,613 billion VND.

Component 3: Upgrading Nguyen Tat Thanh axis traffic infrastructure (32 ha), about 5,579 billion VND.

Component 4: Bach Dang Wharf public green trees and upgrading Ton Duc Thang axis (15.4 ha), about 3,986 billion VND.

Component 5: Compensation, support and resettlement, about 11,140 billion VND.

Previously, on April 29, 2026, the Ho Chi Minh City People's Committee started the project to renovate the Ho Chi Minh Museum - Ho Chi Minh City Branch area, belonging to phase 1 of this project.

The next phases will be implemented from the third quarter of 2026 to the end of 2029.
