Ho Chi Minh City People's Committee has just approved component projects 2-3 and component projects 2-1 under the Ho Chi Minh City Ring Road 4 construction investment project.
Component project 2-3: Construction of the expressway section from the Saigon River to the Thay Cai canal (including Phu Thuan bridge across the Saigon River and Thay Cai bridge across the Thay Cai canal) is implemented according to the public-private partnership (PPP) method, BOT contract (build - operate - transfer), with a total investment of about 7,050 billion VND.
The starting point of the project is at the beginning of Phu Thuan bridge across the Saigon River, belonging to Tay Nam ward, Ho Chi Minh City. The ending point is at Thay Cai bridge across the Thay Cai canal, belonging to Hau Nghia commune, Tay Ninh province.
The route is about 16.7 km long, passing through Tay Nam ward, Nhuan Duc commune, Tan An Hoi commune of Ho Chi Minh City and Hau Nghia commune of Tay Ninh province.
Component project 2-1: Construction of the expressway section from Toc Tien - Chau Pha intersection to Chau Duc bridge is also invested according to PPP method, BOT contract, with a total capital of about 4,776 billion VND.
The starting point of the project is at the Toc Tien - Chau Pha intersection, the intersection with the Bien Hoa - Vung Tau expressway and DT. 992. The ending point is at Chau Duc bridge, the area bordering Dong Nai city.
The section is about 18.25 km long, passing through Chau Pha commune, Chau Duc commune and Tan Thanh ward, Ho Chi Minh City. The project includes Chau Duc bridge located in the border area with Dong Nai.
Ho Chi Minh City is expected to start construction of 2 component projects of Ring Road 4 on September 2, 2026.
Ring Road 4 HCMC has a total length of about 207 km, passing through HCMC, Dong Nai and Tay Ninh. After HCMC merged with Binh Duong and Ba Ria - Vung Tau, the section belonging to HCMC is nearly 83 km long, becoming the longest section on the entire route.
The entire project has a total investment of more than 120,400 billion VND. In phase 1, the route is invested with a scale of 4 expressway lanes, design speed of 100 km/h. Site clearance is carried out on a scale of 8 lanes, creating a land fund to expand the route in the future.
According to the plan, the entire Ring Road 4 is expected to be completed in 2028.
When completed, Ring Road 4 is expected to become one of the strategic transport axes of the Southern region, strengthening the connection between the Southeast and the Southwest and the Central Highlands.
The route will create an additional corridor for transporting goods from industrial parks and urban areas to the seaport and airport system and vice versa. At the same time, Ring Road 4 helps connect urban areas and industrial parks in the region, strengthen regional linkages and create motivation to promote socio-economic development.
The formation of a large-scale ring road is also expected to reduce traffic pressure for the urban center area, expand urban development space, effectively exploit land funds along the route, and contribute to reallocating population and economic activities to the suburbs.
